HomeMy WebLinkAboutMINUTES - 03231999 - C102 HOUSING AUTHORITY OF THE COUNTY OF CONTRA COSTA TO: BOARD OF COMMISSIONERS FROM: Robert McEwan,Acting Executive Director DATE: March 23, 1999 SUBJECT: PUBLIC HOUSING POLICY AND PROCEDURES MANUAL 9.0 SPECIFIC REQUEST{S}OR RECOMMENDATION(S)&BACKGROUND ANIS JUSTIFICATION I, RECOMMENDED ACTION: Adopt Resolution No. 4063 amending the Public Housing Policy and Procedures Manual 9.0 based on HUD and staff recommendations. II FINANCIAL IMPACT: None. III. REASONS FOR RECflMMENDATION/BACKGROLN- D: The U.S.Department of Housing and Urban Development(HUD)regulations-require all Housing Authorities to have an administrative plan for its Section 8 and Public Housing Programs. The plan must set Forth the agency's overall approach and objectives for program administration and a description of discretionary policies concerning maintaining,closing and reopening PHA waiting lists,occupancy standards,preferences,collection amounts owed the PHA,informal reviews and hearings,activities in support of local or area-wide affordable housing initiatives. The attached modifications revise Public Housing Manual 9.0 to include recent changes in HUD Regulations and other changes in policy. IV: CONSEQUENCES OF NEGATIVE ACTION: Should the Board of Commissioners elect not to adopt Resolution No.4063,the Housing Authority would be unable to implement the proposed changes to the Public Housing Program. Elderly and disabled applicants retain a priority. _17_ THE BOARD OF COI M- ISSIONERS HOUSING AUTHORITY OF THE COUNTY OF CONTRA COSTA RESOLUTION NO. 4063 RESOLUTION REVISING THE PUBLIC HOUSING MANUAL WHEREAS, the Contra Costa County Housing Authority C PHA") administers a Public Housing Program; and WHEREAS,the U.S. Department of Housing and Urban Development (HLTD) Regulations require all Housing Authorities that administer Public Housing Program to have an Administrative Plan.; and WHEREAS, recent changes in HUD Regulations and agency regarding public housing waiting list preferences are included in the revised Policy and Procedure Manual 9.0. NOW THEREFORE, BE IT RESOLVED by the Board of Commissioners of the Housing Authority of the County of Contra Costa that the Public Housing Manual modification set forth as authorized by the U. S.
