HomeMy WebLinkAboutMINUTES - 03161999 - P2 TO: BOARD OF SUPERVISORS FROM: Anne Henley Cain, Acting County Librarian HATE; March 16, 1999 SUBJECT: Authorize County Librarian to Implement "Contra Costa Reads! 2000" and Take Other Related Actions to Support this Program SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDED ACTION: 1. ADOPT the attached resolution supporting "Centra Costa Reads! 2000" . 2. AUTHORIZE the Acting County Librarian to request that each City Council and School District in Contra Costa County adopt a similar resolution. 3. AUTHORIZE the Acting County Librarian to secure corporate sponsorship to underwrite the implementation costs of the "Contra Costa Reads! 2000" program. 4, RECOGNIZE April 11-15 as National Library Week. FINANCIAL IMPACT: All branch librarians have been asked to submit an implementation plan. Some increased casts such as for substitute coverage, printing and duplicating are expected. The library is seeking corporate sponsors for this program. BACKGROUND: "Contra Costa Reads! 2000" is a new program intended to provide library cards to all second grade students in Contra Costa County by the end of the year 2000. The purpose of the program is to increase Library usage by both parents and students by developing meaningful and long-lasting partnerships among libraries, schools and elected officials. By selecting second grade students as the target population, the initiative also supports Governor Cray Davis' commitment to ensure that, by third grade, California students are reading at or above the proficiency level. The program will be introduced during National Library Week, by requesting that resolutions be adopted by local School Boards and City Councils supporting"Contra Costa Reads! 2000". Before the end of this school year, each library branch will develop and implement its pian to provide library cards to second grade students in a selected school in each city within its service area. Resulting successful models will be used to take the program countywide by the end of the year 2000. CONTRA COSTA CHILDREN'S IMPACT STATEMENT: The Children's Report Card is supported by the "Contra Costa Reads!2000" program relative to outcome #1: Children Ready for and Succeeding in School. "/134 SUBJECT: RESOLUTION IN SUPPORT OF CONTRA COSTA COUNTY LIBRARIES "CONTRA COSTA READS1 2000" WHEREAS, the mission of the Contra Costa County Library is to bring people and ideas together, and WHEREAS, libraries are vital community resources that provide a public forum for information and education, and WHEREAS, libraries offer services critical to the advancement of an informed citizenry, and WHEREAS, libraries serve as the guardians of knowledge and information for future generations, and WHEREAS, Governor Gray Davis and California Superintendent of Public Instruction Delaine Eastin have committed to ensuring that all of California's children learn to read by the third grade, and WHEREAS, providing children with access to libraries promotes lifelong learning and reading NOW, THEREFORE, this Board RESOLVES that: The Board supports the creation of partnerships between schools and libraries—encouraging second grade teachers and students to visit the libraries and learn about library services and programs, and The Board encourages parents to accompany their children on library visits to promote continued education and learning for Contra Costa County residents of all ages, and The Board supports "Contra Costa Reads! 2000," the Contra Costa County Library's commitment to provide every second grade student in the County with a library card in the year 2000. 1 HEREBY CERTIFY THAT THIS IS A TRUE AND CORRECT COPY OF AN ACTION TAKEN AND ENTERED ON THE MINUTES OF THE BOARD OF SUPERVISOl�ON THE DATE SHOWN.
