I. RECOMMENDATION
A. APPROVE a consulting services agreement with Marcy Li Wong Architect, 2251 Fifth Street,
Berkeley, for architectural and engineering services for Computer Roam Expansion, 595 Center
Avenue,Martinez for Health Services. The agreement will be effective March 16, 1999 and will
Provide for full design and construction observation services, with a payment limit of
$72,470.00, which amount shall not be exceeded without prior, written authorization by the
.Director of General Services.
B. AUTHORIZE the Director of General Services to execute the agreement and to issue written
authorizations for extra work,provided that the cumulative total extra cost for all such
authorizations shall not exceed$7,200.00.
II. FINANCIAL IMPACT
Funding for this project will be provided from Health Services Department funds.
III. REASONS FOR.RECOMMENDATIONS.BACKGROUND
A. The project involves the expansion of the Computer Room at 595 Center Avenue, Suite 210,
Martinez, to suit the requirements of the Health Services Department.

SUBJECT: Contract for Background Investigation

RECOMMENDATION:
APPROVE and AUTHORIZE the Sheriff Groner or his designee to execute a contract on behalf of the
County with Dennis Mallory for Background Investigation forthe period March 1, 1999 to February 29,2000.
FISCAL IMPACT:
The cost of this contract will be $51,000.00. Funding for Background Investigation has historically been
available in the Sheriff's Office budget, and is available in the approved 1990-99 budget. This contract will
result in more efficient use of budgeted resources and allow the Office to investigate the increased number
of candidates being considered, without increasing costs.
BACKGROUND:
The Sheriff's Office is responsible for conducting background investigations on candidates for employment
in both sworn and non-sworn support positions. The contractor has been conducting investigations for the
Sheriff's Office; this contract will expand his role in the investigation process. As part of the background
investigation the Office has used consultants to conduct polygraph examinations at a cost of
$150.00/examination. The Office purchased a computer voice stress analysis(CVSA)instrument, and this
contractor is trained in conducting CVSA and reporting results. Use of CVSA will reduce the cost of each
examination to approximately $50.00. The CVSA will replace the polygraph for most support position
candidates,

SUBJECT: Agreement for Year 2000 Consultant

I. RECOMMENDED ACTION:
Approve and authorize the Chair of the Board of Supervisors to execute on behalf of the
County an agreement with Penncel Software for Year 2000 Project Management service
support with a payment limit of $230,000 for the period of March 1, 1999 to June 30,
2000.

III. REASON ON FOR RECOMMENDATION AND BACKGROUND:
Contra Costa County faces a similar situation as many other organizations, in that its
present COBOL applications will not be capable of properly manipulating date
information effective January 1, 2000. The Department of Information Technology
(DoIT) has been working on the Year 2000 conversion since December 1995 under the
direction of Mr. Cellini. Mr, Cellini retired from county service September 17, 1998.
DoIT is contracting with Penneel Software to continue using his services as Year 2000
Project Manager until project is corn pleted.
IV. CONSEQUENCES OF NEGATIVE ACTION:

B. Marcy Li Wong Architect was selected to provide architectural and engineering services
for this project because it successfully provided services for a deferred project to move
Health Services from 595 Center Avenue to Summit Centre, 2530 Arnold Drive and is
familiar with Health Services program and space requirements.
C. Negotiations have been completed and an appropriate agreement is ready to sign for services
during Design Development, Construction Documents, Building and Construction phases of
the project.
D. The County must proceed with this agreement for architectural services because it does not
have sufficient staff to provide the services.

I. RECOMMENDATION
APPROVE correction of the payment limit for the Third Amendment to the Consulting Services
Agreement for Hansen/Vlurakami/Eshima for the Head Start Classroom Expansion from $238,305.00 to
$239,805.00.
II. FINANCIAL IMPACT
None. The approved budget and executed Third Amendment to the Consulting Services Agreement for
Hansen/Murakami/Eshima listed the correct payment limit, as modified by Amendments No. 1 and No. 2,
of $239,805.00.
III. REASON FOR RECOMMENDATION/BACKGROUND
The Third Amendment authorizing extra work under the Consulting Services Agreement dated September
21, 1998 for Hansen/Murakami/Eshima for Head Start Classroom Expansion was approved by the Board
on December 15, 1998. The Third Amendment increased the scope of services and payment limit, as
modified by Amendments No. I and No. 2, from $30,890.00 to $238,305.00. The payment limit of
$238,305.00 was erroneously listed in the December 15, 1998 :Board Order. The payment limit for
Amendment No. 3 to the Consulting Services Agreement for I-Iansen/Murakan i/Eshima, as modified by
Amendments No. 1 and No. 2, should read from$30,890.00 to $239,805.00.

RECOMMENDATIONfS):
1. APPROVE the Tenth Amendment to the Consulting Services Agreement with O'Brien Kreitzberg
for continued Project and Construction Management Services, and AUTHORIZE the County
Administrator or his designee to execute the amendment.
2. AUTHORIZE the County Administrator or his designee to issue writtenauthorizations for extra
work, provided that the cumulative total extra cost for all such authorizations shall not exceed
$25,000.
FINANCIAL. IMPACT:
This Amendment increases the Project Management Services limit by $240,800 for extended
services identified during the final stages of the replacement project, including additional campus
master planning and programming services. Funds in the capital account established for the project
are sufficient to cover the amount encumbered by this Amendment.
BACKGROUND:
The authorized limit for project and construction management services was based on the project's
established substantial completion date and predictable contract closeout and warranty services.
Subsequently, additional services were required due to changes resulting', from required hospital
operational changes and other changes identified by state licensing and local'fire marshal personnel.
This Amendment reflects that increased effort along with additional services, including development
of a new CCRMC campus master plan, programming and predesign phase services for an
Ambulatory Care Facility, the demolition of J-Ward and related utility relocation, and the construction
of additional parking and an outdoor recreation area needed as part of the psychiatric unit patient
program.
