RECOIAL TENDED ACTION: APPROVE and AUTHORIZE the Community Services Director, or designee, to execute Contract Amendment #33-588-5 with Marcia Drumright, R.N. in the amount of $500 for a new Contract payment limit of $40,000 to continue to provide Child Developmental Health Consultant services from February 1, 1999 through June 30, 1999. II. FINANCIAL. IMPACT: No County funding is required. Funding for this contract is included in the State--funded Fiscal Year 1998-99 budget. III. REASONS F R_RECO-NMENDATIONS/BACKGROUND: On June 23, 1998, the .Board approved Contract #33-588-4 with Marcia Drumfight for the period from July 1, 1998 through June 30, 1999 for the provision of health consultant services for the Child Development Division. With the expansion of the Department's services to children, Contractor's expenses have increased. RECOMMENDED ACTION: Authorize the Executive Director, Contra Costa County Private Industry Council, to execute on behalf of the County a two-week agreement to outstation a DCL (Department of Labor) Workforce Development Specialist in County PIG One Stop Centers. 11. FINANCIAL IMPACT: None; DOL will be responsible for payment of mages; subsidiary County expenses will be 100% grant funded. Ills CHILDREN IMPACT STATEMENT: N/A. IV. REASONS FOR RECOMMENDATION: As part of the U.S. Department of Labor Employment & Training Administration's customer service and staff development strategies, they have made a commitment to provide on-.site training for their recently hired Workforce Development Specialists. As part of this strategy, a two-week rotational assignment in a local One Stop Center is included. DEPUTY DOL ETA Region IX-via PIC . .. y.diekettebboard order formidot worksite agreement The San Francisco DOL Regional Office desires to make a two-week placement in the Contra Costa PIC. This assignment is intended to provide front-line experience to their staff so that they become knowledgeable of the job training and employment services that are provided to the customers of ETA programs. In addition, it is their expectation that their staff will also become familiar with the work demands of local grantees and thus improve and continue our successful relationship with Region IX employment and training partners. This department applauds the DOL effort to provide familiarization with local program delivery. All to often federal policy makers and administrators lack relevant local program delivery experience. We believe it will be advantageous to assist DOL in training its staff, plus we will benefit from the exposure to Regional DOL staff. Miner, Executive Director f` COUNTY Private Industry Council ' _ DATE: March 2, 1999 SUBJECT: AUTHORIZE EXECUTION OF JTPA VOCATIONAL TRAINING AGREEMENT WITH The Webster Institute (2012) SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGiORUND AND JUSTIFICATION Ia RECOMMENDED ACTION: Authorize the Executive Director, Contra Costa County Private Industry Council, to (1) Execute on behalf of the County a standard form Vocational Training Agreement (#2012) with The Webster Institute 690 Market Street, Suite 405 San Francisco, CA 94104 for the term beginning February 15, 1999 and ending June 30, 1999 to provide vocational training to individually referred Job Training Partnership Act (JTPA) participants for fees as specified in said agreement; and, ( ) Execute additional standard form Amendment Agreements with the above referenced institution as may be need for periodic revisions such as adding or deleting a training course, changing the tuition fees or to comply with changes in State or Federal regulations. II. FINANCIAL IMPACT: Mone, one hundred percent federal funded, III, CHILDREN IMPACT STATEMENT: This contract is to provide vocational training to appropriate JTPA eligible participants. This will support the third outcome - Families that are economically self-sufficient. IV. REASONS FOR RECOMMENDATION: Allocation of Job Training Partnership Act(JTPA)fundsfor County's overall JTPA Vocational Training Programs for 1998/99 was approved by th d on ril 98. BACKGROUND/REASON(S) FOR RECOMMENDATIONS : On January 14 , 1-19.97, the Beard of Supervisors adapted Resolution #97/2.7, authorizing the Health Services Director or his designee (Donna Wigand, DCSW) to contract with the State Department cif Mental Hearth to assume responsibility for Medi-Cal specialty rental health services as Of July 1997 . Responsibility for outpatient specialty mental health services involves contracts with individual, group and organizational providers to deliver these services . Approval of Contract #24-950-8 will allow the Contractor to provide mental health specialty :services through June 30, 2000 . FISCAL IMPACT: This Contract is funded by federal funds through the Ryan White CARE Act Title I, through an intergovernmental agreement with .Alameda County, who is the Grantee of these funds. No 'County funds are required. BACKGROUNDLREASO M FOR RECOMMENDATION(S) : On February 24, 1998, the .Board of Supervisors approved Contract #22-428-11 with the AIDS Community Network, to provide Day Center support services for persons with HIV for the period from March 1, 1998 through February 28, 1999. Approval of Contract #22-428-12 will allow the Contractor to continue providing services through February 29, 2000.
