SUBJECT: Classification Study of the Community Services Program
Monitor-Project Position
BACKGROUND .�
The Director of the Community Services Department requested this study of the
Community Services Program Monitor positions (3) to; (1) determine if the duties being
performed by the incumbent(s) are appropriately classified; and (2) to determine if the
salary schedule assigned to this class is appropriate to the duties and responsibilities
being performed. Joyce Reynolds is the current incumbent of one position (#1177), and
the other two positions (#1130 and 1131) are vacant.
The class of Community Services Program Monitor was established in April 1998 to
provide monitoring and self-assessment of Department programs in order to ensure
compliance with program standards and requirements.
The incumbent was assigned to this position after returning from an extended leave of
absence from the Head Start program. She is the only individual to have been assigned
to this class.
The incumbent submitted classification questionnaires,work logs and work products.
The reviewer completed a desk audit of this position.

CLASSIFICATION FINDINGS: Position • ##1177 WQYce Reynolds)
1. Position History:
The incumbent, Joyce Reynolds, has been employed with the County for over four
years. She was hired as a Head Start Program Monitor-Project (temporary) on
November 21, 1994. On April 11, '1995, she was appointed to a permanent position of
Head Start Program Monitor-Project. 1n February 1997 the incumbent requested, and
was granted an extended leave of absence. She returned from leave on March 15,
1998.
During the period the incumbent was on leave, the class of Head Start Program Monitor
was identified for deletion due to Head Start program reorganization. Upon her return
from heave, the incumbent was assigned to the Community Services Department in her
former class of Head Start Program Monitor pending re-evaluation of her qualifications
and Department requirements.
Effective May 1, 1998, the class of Head Start Program Monitor was abolished and a
new class of Community Services Program Monitor-Project was created, The incumbent
was transferred from her previous class of Head Start Program Monitor-Project into the
new class of Community Services Program Monitor-Project. The purpose of this
position is to provide internal program monitoring and evaluation in order to ensure
quality control and program compliance for Department programs. The incumbent's
duties are as follows:
2. Incumbent's Duties:
Conducts On-site Visits 25%
The incumbent conducts onsite visits to delegate agencies; subcontractors and
Community Services Department operated sites to ascertain that compliance rules and
regulations are being followed. Interviews individuals, observes classroom and/or
program activities and analyzes/evaluates files, records and documentation.
Conducts Studies 25%
Conducts confidential and sensitive studies and investigations on operational and/or
program matters. Develops policy and/or administrative recommendations for
Department management.

Prepares Reports 25 %
Prepares written monitoring and investigative reports summarizing findings, conclusions
and recommendations for department management.
Prepares Recommendations 7%
Prepares and submits recommendations to 'Department managers on the development
and implementation of remedial actions to correct program deficiencies.
Interprets and 622lies Regulatory Publications 6%
Interprets and applies regulatory publications, including Head Start Performance
Standards; Child Day Gare-General and Day Care enter Regulations; Childcare Food
Program Administrative Review guidance; Exemplary Program Standards for Child
Development Programs; and federal and state regulations pertaining to Community
Services dock Grant programs.
Serve as Ualson 6%
Serves as liaison between departmental managers, administrators and staff on
specialized quality assurance and compliance issues within the Head Start, Child
Development, Child Nutrition, Weatherization and Community Services Block grant
programs.
Monitoring Procedures and Controls +6%
Establishes and maintains internal monitoring procedures and controls, including
development and implementation of written policies and procedures, forms, report
formats, etc.
3. Classification Description:
The classification desorption is current, accurate and clearly describes the duties and
responsibilities of this position.
4. general Classification Observations:
The incumbent works under the general guidance of the Administrative Services Officer,
but acts independently and requires little direct supervision. The incumbent does not
exercise supervision over subordinates. The incumbent is expected to exercise a
significant amount of originality and initiative in accomplishing monitoring and
investigative responsibilities.

Consequence of error could be moderate if incumbent does not identify program
deficiencies that could impact program operation or funding, unless program staff
independently identifies these deficiencies. Judgement is significant when dealing with
sensitive investigative or monitoring issues. The incumbent exercises substantial
independence of action when performing primary job responsibilities and is infrequently
required to seek direction from her supervisor except for approving final work products.
Specialized skills are required for satisfactory performance of this position. Incumbent
must be able to write in a professional, clear and concise manner. Incumbent must also
possess excellent human relations and communications skills. These are skills that
must be brought to the job and cannot be learned or developed in a relatively short time
on the job.
6. Classification Summary:
The duties and responsibilities being performed by the incumbent are properly classified
at the Community Services Program Monitor-Project level.

1< Background.
The incumbent of the Community Services Program Monitor-Project position functions
at the entry-level professional series within the Department. The current salary ranee
for this class is C5-165£ ($2379-2892). Lacking experience in the actual duties and
responsibilities that would be assigned to this position, this salary range was initially
established at the same range as the former Head Start Program Monitor class.
The level of duties and responsibilities of this position have increased significantly over
those of the former Head Start Program Monitor position. Assignment of this position to
Department level has increased the level of responsibility from one division to the entire
Department, including five subordinate divisions.
2. Conclusion:
The salary range of the Community Services Program Monitor-Project class should be
adjusted upward to recognize the actual level of duties and responsibilities assigned to
the position.
3. Discussion:
The Community Services Program Monitor-Project class requires a B.A. degree and is
assigned at the entry-level professional series within the Department. Other
comparable classes within the County are listed in the chart below.

The Contracts and Grants Specialist 1, and the insurance Analyst I classes are most
comparable the Community Services Program Monitor class due to the relative amount
of regulatory interpretation and application required. The Community Services Program
Monitor-Project class, however, requires a lower level of complexity and a smaller
percentage of time required for these responsibilities.
One Contracts and Grants Specialists I position is assigned to the Community Services
Department. The incumbent of this position works at Department level, as does the
incumbent of the Community Services Program Monitor position. It is, therefore, most
appropriate to compare the salary ranges of these two classes.

Due to the lower level of complexity of the regulatory interpretation and application
required of the Community Services Program Monitor-Project position, the salary range
of this class should be established at a level of five percent below that of the Contracts
and Grants Specialist 1.
3. Recommendation:
That the salary range of the Community Services Program Monitor-Project class be
reallocated upward on the salary schedule to a level which equates to five percent
below the salary range assigned to the Contracts and Grants Specialist I class.
The current salary range of the Contracts and Grant Specialist I class is
C5-1852 (2894-3518). The salary range at five percent below this level. is
C5-1801 (2750-3343).
1, therefore, recommend that the salary range of the Community Services
Program Monitor-Project class be reallocated upward on the salary schedule by
145 levels, from C5-1858 (23792892) to C64 801 (2750-3343).

Time Required Description of Work
20% Internal Consultant: I work with users and managers in various Divisions in the
Sheriff's Office to develop solutions to business problems that can be solved
through the use of technology,then plan, organize and direct implementation of
the recommended solution. I also consult with other police agencies throughout
the County to maintain connectivity to shared information delivered across the
ACCHN network.
15% Supervision: I coordinate, oversee, and evaluate the work of Network Operations
staff, providing direction and assistance with workarounds, procedures or
products to resolve technical problems as well as ways to resolve people or
procedural problems that may arise.
15% Project Management: I coordinate projects between internal staff and outside
vendors, making sure both sides of the project are completed and issues on either
side are resolved in a timely manner.
10% Network Planning: I am responsible for network planning, including capacity
planning, planning for disaster recovery, and budget planning for future network
needs. This involves monitoring network activity and performance trends to
predict future growth, as well as cost estimates for network upgrades and
proposed additional LANs.
10% Network Maintenance: I plan, coordinate, and implement maintenance and
upgrades to network devices including servers, routers, switches, and hubs.
10% User Support: I provide direct support to users, either by phone or on-site,to
resolve problems relating to hardware, software, connectivity, or some
combination of these.
5% External Representative: I represent the SO in a variety of meetings including the
JAAC TAC subcommittee, Chief of Police TAC, Information Security Advisory
Committee, Wide-Area Network Committee.
5% Information Security: I am responsible for implementing and maintaining network
and information security on the Sheriffs Network and the ACCJIN network. This
includes virus scanning and backups as well as preventing unauthorized access to
network services and data.
5% Network Account Administration: I create, delete, and manage users and groups,
login security, file and directory access rights.
5% E-mail Administration: I manage user accounts including creation and deletion of
accounts and problem resolution at both the client and server side.
Other duties include keeping command staff advised of any immediate or foreseeable
issues involving systems, infrastructure, processes, or users;interviewing and
selecting subordinate staff, contractors, and consultants as necessary.
