`here are two seats on the Equal Employment Opportunity Advisory Council which are rotated
among the labor unions every two years. The rotation calls for a representative from AFSC IE
Local 2700 to be appointed. AESCME Local 2700 has recommended that the Board of Supervisors
appoint Martha Lineker to be its representative on the EEOA .

BACKGROUND:
The Public Health Director, Car. Wendel Brunner, and several members of the
Homeless Continuum of Care Advisory Board met with our Committee on March
8, 1999 to discuss several issues regarding the Advisory Board and so our
Committee could get a better sense of what the Advisory Board has been doing
over the past year.
There has been some confusion about the terms of office on the Advisory Board.
The terms shown on the"Maddy Book"are staggered with some being for one year,
some being for two years and some being for three years. This was intended to be
true for the first terms of office, following which the terms of office were all supposed
to be the same. However, this was never clearly spelled out in the Board Order
which established the Advisory Board. In addition, because a number of members
have not been attending meetings regularly, we are concerned about having all of
the terms of office run for three years.
We are,therefore, recommending that the terms of office for all members be for two
years. In order to avoid having all of the terms of office for seas in the same
category expire in the same year, we have adjusted the terms of office. In some
cases this has resulted in the terms of office being lengthened for a year. In other
cases, it has resulted in terms of office being reduced by one year. But now half of
the terms of office will expire in one year (October 1, 1999) with the other half
expiring a year later (October 1, 2000) and no category will have all of its seats
expiring in the same year.

BACKGROUNfl.
Our Committee met with members of the Homeless Continuum of Care Advisory
Board on March 8, 1999 to receive a report on their activities and to review the
composition of the Board. We were advised by the Chair of the Board and staff that
several members have not been attending meetings of the Board and that their
seats should be declared vacant so other individuals who are interested in being
active could participate. We agree and are, therefore, recommending that the
above seats be declared vacant.

1. ABOLISH the Violence Prevention Task Force.
2. DIRECT the Cleric to remove the Violence Prevention Task Force from the
"Maddy Boob" and to notify all Maddy Book holders that the Violence
Prevention Task Force has been abolished.
BACKGROUND:
As a part of our effort to update the advisory bodies which have been created by the
Board of Supervisors, we have noted that while the Board of Supervisors created
a Violence Prevention Task Force, no members have ever been appointed to the
Task Force and no meetings have ever been held. The Public Health Director, Dr.
Wendel Brunner, has indicated to our Committee that there are no immediate plans
to staff the Task Force and no plans to make any appointments. He recommends
that the Board abolish the Task Force at this time. We are, therefore,
recommending that the Task Force be abolished.

RECOMMENDATIONS
1. ABOLISH the Maternal, Child and Adolescent Health Advisory Board.
2. DIRECT the Clerk to remove the Maternal, Child and Adolescent Health
Advisory Board from the "Maddy Book" and to notify all Maddy Book holders
that the Maternal, Child and Adolescent Health Advisory Board has been
abolished.
BACKQROUND:
As a part of our effort to update the advisory bodies which have been created by the
Board of Supervisors, we note that the Board of Supervisors created a Maternal,
Child and Adolescent Health Advisory Board in 1974 pursuant to a requirement in
State law. However, that law was repealed in 1993 (Health & Safety Code Section
321.7, repealed by Chapter 891, Statutes of 1991, effective January 1, 1993). The
Advisory Board has not met for the past several years, and the terms of almost all
members have expired. The Public Health Director, Dr. Wendel Brunner, has
indicated to our Committee that there are no immediate plans to staff the Advisory
Board and no plans to make any appointments or convene the ,Advisory Board
again in the foreseeable future. He recommends that the Board abolish the
Advisory Board at this time. We are, therefore, recommending that the Advisory
Board be abolished.
