READ FOR RESOLUTION NO. 99/89 FOR HER MANY YEARS OF DEDICATED SERVICE TO CONTRA COSTA COUNTY WHEREAS, MEDA READ is retiring at the end of March after 33 years of service to Contra Costa County as an employee of the Social Services Department; and WHEREAS, MS. READ began her career as a Social Worker Trainee and was promoted to positions as a Social Worker I, Social Worker H, Social. Casework Specialist H, and a Children's Service Program Specialist. She currently serves as a Program Analyst; and WHEREAS, MS. READ is recognized by both her colleagues and the Court as an expert on child welfare issues, especially on matters of confidentiality and court processes and procedures. She frequently testifies on behalf of the Social Services Department representing its position on releasing information in case files; and WHEREAS, MS. READ'S career exemplifies Contra Costa County's focus on children and families, particularly as it relates to ensuring that children are raised in safe, stable and nurturing environments; and WHEREAS, MS. READ is well thought of and respected by her many friends in the Social Services Department, and she will be greatly missed. NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of Contra. Costa County honors and acknowledges Meda Reads' 33 years of service as an employee in the Social Service Department and wishes her well in her retirement. UPON HIS RETIREMENT FROM THE CENTRAL CONTRA COSTA SANITARY DISTRICT ON MARCH 26, 1999 WHEREAS, Roger J. Dolan has served as General Manager-Chief Engineer for Central Contra Costa Sanitary District since April, 1977; and WHEREAS, these years of service have been marked by exemplary and energetic leadership and resulted in vital accomplishments for the field of environmental protection; and WHEREAS, Mr. Dolan has been blessed with his wife and their two daughters, who have received from their father the kind of happy home life and careful training that develops good citizens and worthy adults; and WHEREAS, he has earned the admiration and high regard of those with whom he has come into contact; and WHEREAS, his performance of duties and responsibilities as General Manager-Chief Engineer has been characterized by excellent and constructive contributions to numerous professional organizations such as American Society of Civil Engineers, and ASCE's Environmental Systems Policy Committee; and WHEREAS, he will honored by friends, co-workers and elected officials who are deeply appreciative of his many contributions on March 26, 1999. WHEREAS,Officer Mitchell Peixoto has been a Police Officer for 8 ;/2 years with the Richmond Police Department holding a variety of assignments including Patrol Bureau, Patrol and Canine Officer; Criminal Investigations Bureau; Special Investigations Bureau; Special Agent West Contra Costa County Narcotic Enforcement Team; Federal Bureau of Investigation Task Force: Field Training Officer; Defensive Tactics Instructor, and 11550 H&S Instructor; and WHEREAS, Officer Mitchell Peixoto is currently assigned as a canine officer with his canine partner, Phoenix; and WHEREAS,during Officer Mitchell Peixoto's early assignment to the"ViceNarcotics Unit, he conducted numerous investigations on narcotics cases, focusing on the eradication of targeted"crack houses"within the city limits; and WHEREAS, Officer Mitchell Peixoto's tenacity resulted in a multi-city task force (WEST-NET)where he conducted investigations of mid to upper level narcotics dealers, seizing large quantities of illicit drugs; and WHEREAS,Officer Mitchell Peixoto has consistently given back to his colleagues and the community by instructing classes to law enforcement personnel and civilians, providing assistance with narcotics related cases,participating in the department's annual "paint the town"project and teaching classes in the Citizen's and Youth academies; and WHEREAS,Officer Mitchell Peixoto's dedication,personal commitment and astute investigatory skills have earned him the respect and admiration of his peers and supervisors,as well as an appointment to a Federal Bureau of Investigation task force; and WHEREAS, Officer Mitchell Peixoto is one of the top producers in arrest, citations and preliminary investigations; NOW,THEREFORE,BE IT RESOLVED that the Board of Supervisors of the County of Contra Costa, State of California, publicly recognizes and commends Officer Mitchell Peixoto for his untiring dedication to his work,his continued commitment to the citizens of our community, and being selected as 1998 Richmond Police Officer of the Year. WHEREAS, Ronald Martin, is a 31 year veteran of the Richmond Fire Department and has spent his entire career in the busiest stations in Richmond; and WHEREAS, Ronald Martin has dedicated extensive time at Station 62 and Station 67 providing the highest level of service to the citizens of the Richmond community; and WHEREAS, Ronald Martin, while suffering a serious setback due to a near-fatal motorcycle accident in 1996,worked diligently researching rescues at other departments and developed new rescue apparatus specifications, and WHEREAS, Ronald Martin's research will provide years of superb service in auto extrication, confined space and rescue service which will result in saved lives; and WHEREAS, Ronald Martin has currently returned to fire duty as a mainstay on the apparatus committee and has displayed a genuine interest in working on a lease program to effectively change the replacement schedule for in-service time, and WHEREAS,Ronald Martin, has effectively shortened the current twenty-year replacement schedule and saved the city by eliminating costly mechanical maintenance of the old and outdated apparatus; and WHEREAS, Ronald Martin exemplifies the Firefighter of the Year award through his hard work and dedication for the good of the Richmond Fire Department. NOW, THEREFORE,BE IT RESOLVED that the Board of Supervisors of the County of Contra Costa State of California,publicly recognizes and commends Ronald Martin for his untiring dedication to his work, continued commitment to the citizens of our community and being selected as The 1998 Richmond Firefighter of the Year.
