SUBJECT: ADOPT RESOLUTION APPROVING CALCULATION OF PERFORMANCE FUNDING
SYSTEM FOR THE FISCAL YEAR ENDING MARCH 31,2000

I. RECOMMENDED ACTION:
ADOPT Resolution No.4061 approving the Calculation of Performance Funding System for the Housing Authority of
the County of Contra Costa for the fiscal year ending March 31,2000,as recommended by the Advisory Housing Commission.
II. FINANCIAL IMPACT:
HUD will provide funding for the daily operations of the Local Housing Authority Owned Rental Properties.
III. REASONS FOR RECOMMENDATION/BACKGROUND
The calculation of the Performance Funding System for the fiscal year ending March 31,2000 is required by HUD for
the Local Housing Authority Owned Rental Properties which require Operating Subsidy funding,
The calculation reflects a total amount of$2,633,615 in Operating Subsidy for the 98/99 fiscal year. This is an increase
of$214,538 over the revised amount for the fiscal year ending March 31, 1999. Funding of Operating Subsidy for the 99/2000
fiscal year is projected at 96%of eligibility per HUD instructions as compared to 100%funding for the 99/2000 fiscal year.
On March 15, 1999 the Budget Committee of the Advisory Housing Commission reviewed the calculation of the
Performance Funding System for the fiscal year ending March 31,2000 and recommended its approval by the Advisory Housing
Commission. At its Regular Meeting on Monday,March 15, 1999 the Advisory Housing Commission voted to recommend
adoption of Resolution No.4061 adopting the Calculation of Performance Funding System for the fiscal year ending March 31,
2000
IV. CONSEQUENCES OF NEGATIVE ACTION:
Should the Board of Commissioners elect to not adopt the Calculation of Performance Funding System for the fiscal
year ending March 31,2000,the Housing Authority would not receive Operating Subsidy funds from HUD for the Local
Housing Authority Owned Rental Properties. Furthermore,the Housing Authority would not be in compliance with HUD
regulations which require the submission of Performance Funding System calculations and the Housing Authority would receive
an audit finding of noncompliance with HUD regulations.
