Berry, AICD County Community Development Director DATE: March 16, 1999 SUBJECT: Caltrans Traffic Operations System Data Collection and Reporting Project SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS AUTHORIZE the Chair of the Board of Supervisors to sign a letter of support for the Caltrans Traffic Operations System Data Collection and Reporting Project (See Exhibit A) 'FISCAL IM ACT None directly to the General Fund. Successful completion of the project could reduce the cost to transportation agencies for collecting traffic data on state highways. BACKGROUND/REASONS FOR RECOMMENDATIONS On February 5, 1999, Caltrans District 4 submitted a grant application to the Caltrans Headquarters requesting $45,000 for their Traffic Operations System Data Collection and Reporting Project. Successful completion of this project would enable Caltrans to provide better traffic data on Bay Area highways at a lower cost. This information would be helpful in improving the transportation models used to forecast traffic and test alternative solutions to managing this traffic. If this chant is not successful, local agencies will be forced to conduct costly traffic count programs to collect this information on state highways. A letter of support may improve the chances of this project to receive funding. Box 23660 Oakland, CA 94622-0660 Dear Mr. Eadal: This is a letter of support for the Traffic Operations System Data Collection and Reporting Project submitted by Caltrans District 4,which is requesting $45,000 from the Partnership Planning Element of the Federal Highway Administration State Planning and Research Program for the period beginning July 1, 1999 to June 30, 2000. Over the past several years, millions of dollars have been invested in the Traffic Operation System (TOS) for state highways in Contra Costa. Unfortunately,'we have been unable to take advantage of the data collected by this system because of resource limitations at Caltrans. Currently, we are gearing up to collect traffic data to coincide with the Year 2000 Census, which will be used to improve our transportation planning activities. Without the TOS data, local agencies will be forced to conduct a costly program of traffic counts on state highways. The Caltrans District 4 project has the potential to provide better traffic data at a lower cost. Traffic congestion is a significant concern to residents of Contra Costa County.
