MICHAEL WALFORD, PUBLIC WORKS DIRECTOR DATE: JULY 14, 2998 SUBJECT: CONFIRM TENTATIVE AND FINAL REPORT, ASSESS WATER SERVICE CHARGES FOR FISCAL YEAR 1998-99, AND DIRECT COLLECTION OF WATER SERVICE CHARGES ON TAX ROLL FOR COUNTY SERVICE AREA M-28 IN THE BETHEL ISLAND AREA SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RESOLUTION NO. 98/ 357 RECt)MM=ZD ACTT N That the Board of Supervisors of Contra Costa. County, for County Service Area M-28: A. BEAR and. CONSIDER all objections or protests, if any, to the tentative report filed by the Public Works Director with the Clerk of the Board, said report containing a description of each parcel of real property receiving water service within said County Service Area and the amount of the charge against each parcel. for Fiscal Year 1998-99; and B. CONFIRM the tentative report without revision, DECLARE that the tentative report shall constitute the final report, and CONFIRM the final report as presented; and C. FIX the annual charge for water service in County Service Area M-28 at $71,300. 00 per parcel. for Fiscal Year 1998-99, as set forth in the final report; and D. Pursuant to Section 2 of Ordinance No. 97-16 and Sections 1.012-2 . 614 and 1012-2.616 of the County Ordinance Code, COLLECT the annual water service charges on the tax roll; and E. DIRECT the Clerk of the Board to file certified copies of the final report and this Resolution with the County Auditor- Controller in accordance with the provisions of Section 1012- 2 .612 of the County Ordinance Code and Government Code Section 25210.77a; and F. Water service in County Service Area M-28 is funded entirely by annual grater service charges. RACE9ROUMIREASONS- F92 RECOM EMMONS The Board set July 14, 1998, at 11: 00 a.m. , in the Board Chambers, as the time and place for a public hearing on the tentative report (Preliminary Engineer's Report) filed by the Public Works Director. All required hearing notices have been given. The proposed annual dater service charges are needed to fund and maintain grater service within the County Service Area. CQN11QUENCES OF NEGATIVE ACTION The County Service Area would have to reduce or eliminate water service or raise the necessary revenue by other means. Upon adoption of this report by the Board of Supervisors, the charges contained herein will be collected on a tax roll of Contra Costa County in the same manner, by the same persons, at the same time as, and together with, the County's general taxes.
