1. RECOMMENDED ACTION:
APPROVE the Plans and Specifications for the Project and
ADVERTISE for bids to be received on Tuesday, August 18, 1998, at 2:00 p.m.
DIRECT the Clerk of the Board to publish the Notice to Contractors in accordance with Section
22037 of the Public Contract Code.

SUBJECT: Approve Plans and Specifications and Advertise for bids for the O`Mara Avenue Path
Project.

It. FINANCIAL. IMPACT:
The estimated contract cast of the project is $50,000, funded by Transportation development Act
Grant (100%).
III. REASONS FOR RECOMMENDATIONiBACKGROUNQ:
The project is needed to provide a pedestrian path on the west side of'O Hara Avenue.
The Public Works Director has filed with the Board of Supervisors the Plans and Specifications
for the project.
The general prevailing rates of wages, which shall be the minimum rates paid on this project, have
been filed with the Clerk of the Board and copies will be made available to any interested party
upon request.
The Board reviewed and approved the project on May 5, 1998 and determined the project to be
exempt from the California Environmental Quality Act as a Class 1 c Categorical Exemption. A
Notice of Exemption was filed with the County Clerk on May 11, '1998.
IV. CONSEQUENCES OF NEGATIVE ACTION:
If the project is not approved for advertising, it will not be constructed.

SUBJECT: Ratify previous permission by the Public Works Director to completely close all of
Green Meadow Drive, for the purpose of the annual July 4t' black party, Danville
area.
The Public Works Director having reported that prior approval has been granted to Robin
Brigante to completely close Green Meadow Drive, except for emergency traffic,on Saturday,July
4, 1998, from 10:OOAM to 10:OOPM, subject to the following conditions:
1. Traffic will be detoured via Spring Water Street.
2. All signing shall be per the instruction of the Public Works Traffic Engineer.
3. Robin Brigante and all block party residents/guests shall comply with the requirements of
the Ordinance Code of Contra Costa County.
4. Provide the County with a Certificate of Insurance in the amount of $1,000,000 for
Comprehensive General Public Liability, which names the County as an additional insured
prior to permit issuance.
5. Obtain approval for the closure from the Sheriff's Department,the California Highway Patrol
and the Fire District.
IT IS BY THE BOARD ORDERED that the action taken by the Public Works Director is
approved.

Kensington area.
The Public Works Director having reported that prior approval has been granted to
Treescapes, Inc., to completely close Arlington Avenue, except for emergency traffic, on Monday,
June 29, 1998, from 9:OOAM to 2:OOPM, subject to the following conditions:
1. Traffic will be detoured via neighboring streets.
2. All signing to be in accordance with the State of California Manual of Traffic Controls.
3. Treescapes, Inc., shall comply with the requirements of the Ordinance Code of Contra Costa
County.
4. Provide the County with a Certificate of Insurance in the amount of $1,000,000 for
Comprehensive General Public Liability which names the County as an additional insured
prior to permit issuance.
5. Obtain approval for the closure from the Sheriff's Department,the California Highway Patrol
and the hire District.
