Proclaim the Week of August 3, 1998 through August 7, 1998 as
"National JTPA Alumni Week" in Contra Costa County.
SPECIFIC REOUEST(S)014 RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION
Proclaim August 3, 1998 through August 7, 1998 as National JTPA Alumni Week, and accept
annual presentation by the Private Industry Council on Tuesday, August 4, 1998, to honor
JTPA Alumni and their employers. This week long celebration is in recognition of the success
of people that have participated in the JTPA program.

None. 100 percent federal funds.
111. REASONS FOR RECOMMENDATION/BACKGROUND
The Board of Supervisors, having joint powers of authority as grant recipient and grant
administrator, established the Private Industry Council under the Job Training Partnership Act
of 1982, on June 28, 1983, which implemented the operation of the Job Training Partnership
Act (JTPA) program, effective October 1, 1983. The Private Industry Council in partnership
with the County Board of Supervisors continues as a leader in workforce development, to
provide services to our county's workforce including dislocated workers, economically
disadvantaged adults and youths, older workers and other individuals needing workforce
preparation assistance.
The purpose of promoting National JTPA Alumni Week is to give recognition to those
individuals who have participated in the JTPA employment and training programs and to the
employers who have hired them. Each year the County Board of Supervisors proclaims a week
in August as National JTPA Alumni Week and hears a presentation from the JTPA Alumni and
their employers at the Tuesday board meeting during that week.

Anniversary } Resolution No. 98/ 361
Whereas, on March 8, 1983, seventy-five percent of the San Ramon community
voted in favor of its incorporating as the 17th City in Contra Costa County which
was one of the highest margins of incorporation victories in State history; and
Whereas, since incorporation, the City of San Ramon has grown in size and
reputation, providing excellent programs, facilities and services and creating a
quality of life for residents, businesses and people who live, work shop and do
business in San Ramon; and
Whereas, since incorporation, the City has built the following facilities: San
Ramon Community Center, San Ramon Library, San Ramon Senior Center, and
Intermodal Transit Facility. The Iron Horse Trail has been completed to the
County line, and seven school parks and eight neighborhood parks have been
built; and
Whereas, the City has also worked jointly with the San Ramon Valley Unified
School District on facilities such as the San Ramon Olympic Pool, tennis courts
and current construction of expansion of the San Ramon Olympic Pool; and
Whereas, the City has been successful in the redevelopment and enhancement
of the Alcosta Mall/Kodak and Crow Canyon Redevelopment areas; and
Whereas, on July 1, 1998, the City of San Ramon celebrated 15 years of"a
proud past", and looks forward to"a dynamic future":
Now, Therefore, Be It Resolved that the Contra Costa County Board of
Supervisors congratulates the City of San Ramon upon the occasion of its 15"'
year anniversary and wishes it well in future years.
