Blank, for the period from October 1, 1997 through June 30, 1998, for the provision of consultation and technical assistance to the Department with regard to system changes, occupancy planning, and JCAHO 'site visits for the County' s new hospital . Under Contract #26-321-1 Julie J. Blank will continue to provide consultation and technical assistance to the Department through June 30, 1999 . " The Early Intervention Outreach Specialist position will provide services that are designed to ameliorate the problems which lead to the removal of children from substance abusing parents. M382 (10188) BY .DEPUTY BACKGROMM In 1997 changes in the law regarding reunification time frames reduced the amount of time that was available to substance abusing parents prior to the termination of parental rights. A subsequent recommendation was made to establish a position whereby parents, whose children entered the Child Welfare and Juvenile Court Systems, would have access to a person who could provide information and referral services. The Early Intervention Outreach Specialist will also set appointments for substance abuse assessment; provide follow-up services to encourage participation in substance abuse evaluation and treatment; and provide support to parents during their initial participation on evaluation or treatment programs. a TO. SPECIFIC REQUEST($)OR RECOMMENDATION($)&BACKGROUND AND JUSTIFICATION RECOMMENDATIONS : APPROVE and AUTHORIZE the Social Service Director, or designee, to renew the following three contracts for County Wide Family Preservation Services with FamiliesFirst, Inc. as the fiduciary agent, in collaboration with four other agencies, as the result of RFP ##1046 dated March 12, 1997 : 1 . RENEW contract # 21-386 for Shared Family Care services from July 1, 1998 to June 30, 1999 in the amount of $140, 000 plus any designated private funding which may be rolled over from fiscal. year 1997--98; and 2 . RENEW contract # 21-387 for Kinship Care services from July 1, 1998 through June 30, 1999 in the amount of $328, 984 ; and 3 . RENEW contract #21-388 for Intensive, In-Home, Family Based services from July 1, 1998: through June 30, 1999 in the amount of $666, 000 . FINMCIA IM Program funding is projected at $1, 094, 984, with 70k State/Federal funding ($766,489) and 30k County funding ($328,495) . CHILDREN' S IMM= S=MFNT The work to be completed under these contracts provides resources to parents and kin caregivers which enhances their ability to care for children and prevents out-of- home placement . In this respect, this contract is directly applicable to all 5 community outcomes because the basic protection of children is essential to ensuring: I) Children .Ready for and Succeeding in school; 2) Children and Youth Healthy and Preparing for Productive Adulthood; 3) Families that are Economically Self Sufficient; 4) Families that are Safe, Stable, and Nurturing; and 5) Communities that are Safe and Provide a High Quality of Life for Children and Families. BACKQB=D On June 17, 1997, the Board of Supervisors approved three contracts with Families First, Inc. as the fiduciary agent in collaboration with four other agencies, to provide Family Preservation services . The contracts established the Kinship program in two locations in the county to support relative caregivers; created the Shared Family Care program aimed at providing live-in mentoring services to a parents) and child(ren) who is at-risk of entering into out-of-home placement; and modified the Intensive, In-home Family Preservation program. During fiscal year 1997.98 the Shared Family Care and Kinship Care programs were pilot projects and the Intensive, In-home Family Preservation program operated under a new service plan. On June 16, 1,997 the Board of Supervisors approved the redistribution of funds between contracts to meet unmet needs in the Kinship Care program and maximize State and Federal funding for family preservation. The proposed allocations for fiscal year 1998-99 reflect program modifications based on actual experience during fiscal year 1997-98 . Both the Shared Family Care and Intensive, In-home Family Preservation programs will be fully operational during fiscal year 1998-99 and are expected to expend budgeted amounts. The Social Service Department applied to the California Department of Social Services for $230,400 of additional funding pursuant to AB 1.193 to cover future funding requirements for the expanded services to kin caregivers, which were covered with unexpended family preservation funds during fiscal year 1998-99 . The recommendation of the FACT Committee is that an annual amount equal to lot of the prior year' s revenue from birth certificate funds and Trust Fund donations be allocated to a contract with Child Abuse Prevention Council . FISCAL: Budgeted County General Fund cast will be approximately $29, 500 . The remainder of the funding comes from AB 1733, AB 2994, the Family and Children' s Trust Fund, and the Community-Based Family Resource Funds. The significant volume of coordination and communication required for the functioning of these two volunteer advisory committees necessitate dedicated staff support. RECOMMENDED ACTION: Approve and authorize the Chair of the Board of Supervisors to execute on behalf of the County an amendment agreement with Complete Business Solutions, Inc. to extend the termination date to December 31, 1998, increase the payment limit to $794,000 and add additional rates. H. FINANCIAL IMPACT: The action if approved will not result in any increased cost to Information Technology. III. REASON FOR RECOMMENDATION AND BACKGROUND: Information Technology recruitment efforts to fill vacant positions has not attracted any qualified applicants with the necessary technical backgrounds because of low salaries. The Data Processing Classification and Salary study has been completed and the results have been implemented. Human Resources has started the recruiting necessary to fill the vacant positions. Until there are eligibility lists to select from, we will 'continue to use contractors to meet our customer's needs. IV.
