APPROVE and AUTHORIZE the Social Service Director, or designee, to: RENEW contract
21-364 with Moss Beach Homes, Inc. for the provision of a Children's Receiving Center in
East county to provide short term support and services for children at the point they enter
Child Welfare Services. The contract will be for the period July 1, 1998 through June 30,
1999 and up to the amount of$190,600.
FINANCIAL. I EAC T:
Program costs have been included in the SSD budget at 70% State and 30°1 County shared cost
ratio up to the Administrative Child Welfare Services cap, at which point the funding becomes
100% County cast. Legislation which would provide dedicated State funding for pilot
Receiving Center projects (AB 696, Aroner) is still pending. It is expected that County casts
for this facility will be offset by both reductions in numbers of children placed into long-term
foster care, or more costly levels of care, and an increase in family reunification.
CHILDREN'S IMEAa STATEMENT:
The Children's Receiving Center supports three of Contra Costa County's community
outcomes: "Children Ready for and Succeeding in School," "Children and Youth Healthy and
Preparing for Productive Adulthood," and "Families that are Safe, Stable and Nurturing."
When it is necessary to remove a child from his/her home, the Receiving Center provides a
safe, child friendly place in the community which helps prevent disruption in school, and it
provides services which meet basic needs for food, clothing, shelter and medical/mental health
care. Additionally, by assisting workers in assessing a child's need for out-of-home care and
available resources for children, and by providing time for family assessment, the Center helps
reduce the number of disruptive placements to which a child is subjected. Expected program
outcomes are an increase in the number of children who can be safely returned to their families
or placed with relatives without going to emergency foster care, a reduction in the number of
out-of-home placements a child experiences, and a reduction in the length of time a child
spends in foster care.

The Social Service Department's Child Welfare Services program made numerous changes
over the past several years in an effort to improve protective services, reunify children with
their families sooner, and increase permanency planning opportunities for children for whom
reunification is not possible. As part of these efforts, the Department reorganized its approach
to meeting the needs of children who must be removed from their caretakers due to abuse,
neglect, abandonment or exploitation. The new "Emergency Care System" has three basic
components which include receiving centers, dedicated short-term emergency group homes,
and emergency foster homes. Vast year, the Board of Supervisors approved the establishment
of an initial receiving center in East county. Moss Beach Homes, Inc. was selected as the
contractor as the result of Request For Proposals #1044.
The receiving center provides a single point of reception/entry into the shelter care system and
offers support services for less than 24 hours, providing intervention counseling, food,
clothing, bathing facilities and transportation for children when necessary. The ongoing
assessment of out-of-home care placement needs and available resources for children would be
a regular part of the services offered at the center.
The service plan and budget for the renewed contract are based on the utilization levels and
service outcomes of the first year of the pilot project. The 1998/99 FY budget reflects a
reduction of$9,400 from the prior year,and includes allocations for service enhancements which
would allow 24-hour access to the facility and an additional 1,920 hours of direct child care and
supervision. In addition to ongoing evaluation of the East County Receiving Center the
contractor, Moss Beach Homes, Inc., also continues to provide technical assistance and guidance
to Imani Facilities, Inc.,the contractor selected to implement Receiving Center services in West
County.

SUBJECT: Authorize Execution of JTPA Contracts with Various Service Providers
SPECIFIC REQUEST{S}OR RECOMMENDAT;ON(S)&BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
Authorize the Executive Director, Contra Costa County Private Industry Council, to
execute standard form Job Training Partnership Act (JTPA) Contracts with various
service providers as specified in the attached JTPA Program SPECIFICATIONS Chart
for the contract term July 1, 1998 through June 30, 1999 at the payment limits indicated,
subject to approval by County Counsel as to legal form.
II. FINANCIAL IMPACT:
None, one hundred percent federal funds.
III. CHILDREN IMPACT STATEMENT:
These contracts will provide employment/training services to appropriate JTPA eligible
participants. This will support the third outcome — Families that are Economically Self-
sufficient
IV. REASONS FOR RECOMMENDATION:
At its meeting of October 20, 1997 the Private Industry Council (PIC) approved
designation of specified service providers for the West and Central County One Stop
Career System.
By its order dated April 27h, 1998 the Board authorized submission of the 1998/99 Job
Training Plan which incorporated these employment and training services.
These contracts will provide continuation of JTPA employment and training services to
eligible adult, in. and out of school youth, older worker&qiJ dislocated wor ers in the

I. RECOMMENDED ACTION:
Authorize the Executive Director, Contra Costa County PrivateIndustry Council, to
execute on behalf of the County a standard form Job Training Partnership Act (DTPA)

July 1, 1998 through June 30, 1999 for a total payment limit of $161,369, subject to
approval by County Counsel as to legal form.

This contract is to provide vocational training to appropriate JTPA eligible participants.
This will support the third outcome—Families that are economically self sufficient.
IV. REASONS FOR RECOMMENDATION:
This program will provide special assessment, remediation and employment services to
participants participating in the Ca1WORKS program or receiving and/or eligible for
TANF services.
By letter dated May 12, 1998, the California Department of Education approved funding
for continuation of this project for Welfare recipients.

I. RECOMMENDED ACTION:
Authorize the Executive Director, Contra Costa County Private Industry Council, to execute an MOU with
the Chabot-Los Positas Community College District for the outstationing of County PIC service provider
staff at the Dublin Access One-Stop Career Center funded by the Alameda County Private Industry Council
and operated by the Chabot-Los Positas Community College District. The effective date of the MOU will be
May 1, 1998 and this authorization will include a fee payment of up to $500 per month to the Community
College District.

None,the fee payment will be 1001%federal funds.
III. CHILDREN IMPACT STATEMENT:
This action will provide employment/training services to to appropriate JTPA eligible participants. This will
support the third outcome—Families that are economically self sufficient.
IV. REASONS FOR RECOMMENDATION:
Contra Costa County PIC, in collaboration with the Alameda,Oakland and Richmond PICS, has entered into
a collabration to establish an East Bay Workforce Development System with 17 service points. This
collaboration, known as EASTBAY Works , has received special competitive grants from the State and
Federal Government to build an electronic infastructure and to implement a set of linked and coordinated
service points. Actual day to day operation of the two County four PIC programs will be from allotted funds
subject to normal JTPA procedures.
The Contra Costa County PIC currently does not have a service point in the south County. However,we do
have South County JTPA eligibles for the dislocated and older worker programs. We have been serving this
group from our Concord service point. The establishment of EASTBAY Works with electronic linkages
allows us to serve our south county population from the Alameda PIC Dublin site. This is much more
convenient for south county JTPA eligibles,where numbers are not great enough to justify the establishment
of a separate service point. This will also allow us to accomplish locally based job development in the Tri-
Valley area.

specialists to provide for patients, specialized professional services
which are not otherwise available in its hospital and health centers.
The Contra Costa Health Plan has been obligated to provide professional
optician services, including eyewear, for Health Plan patients with
optician services as a covered benefit.
