Costa DATE: June 9, 1998 `~r County SUBJECT: Childcare for County Employees SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION To direct the Family and Human Services Committee to initiate proceedings to develop additional childcare facilities for Centra Costa County employees. Further, authorize the Committee to designate representatives from appropriate County departments to coordinate information and resources to develop a County daycare center. To direct the County Administrator to allocate up to $2,500.00 for staff work to develop a scope of work and budget for the development of a County childcare facility. BACKGROUND The Board of Supervisors at its May 12, 1998, hearing directed the County Administrator to investigate the establishment of daycare facilities for County workers at the Summit center and in downtown Martinez. The Board also indicated their desire to reassess the daycare needs of County employees during this period of review of County facilities. Currently, Kids at Work, in the County Public Works Department is the only facility providing childcare for County employees. The center opened in August of 1995 and, at the present time, there is a waiting list of 20 children ranging in ages from eight(8) weeks to two (2)years of age. Currently, parents face a wait of nearly two years until the next opening becomes available in late 1999 or beyond. Brenda Blasingame-Parent BY ,DEPUTY 2 The Family and Human Services Committee would designate representatives from the County Administrator Office, the Departments of Public Warks, General Services, Community Services, Social Services, Community Development and other appropriate departments to work on the development of this facility. A survey of other government,jurisdictions is currently underway and a childcare needs survey is being prepared for distribution to all County employees with the July 10, 1998 paycheck. Childcare is a significant part of the lives of a vast number of our County employees. It is vital that these parents have ready access to dependable, affordable and reliable daycare for their children. It has long been proven that good childcare creates better and more productive employees and a decidedly improved work environment. CHILDREN'S IMPACT STATEMENT This action by the Board of Supervisors supports all five of Contra Costa County's community outcomes. It addresses the need of children for a good start in the educational process. It provides for the physical needs and nurturing of the children of our County workforce in a consistent and stable environment. It addresses a major concerns of our working parents.
