BACKGROUND The Retirement Office is organized into three divisions: Benefits, Accounting and Office Services. Positions allocated to the Benefits and Accounting Divisions have been a mixture of entry level clerical, account clerk, and retirement counselor classifications. In 1996, the board of Retirement determined that: + Career advancement within the Office was hampered with the mix of position classifications. • Recruitment of vacant positions was often delayed due to the specific needs of the Retirement Office. + The criteria used to determine whether an employee was qualified for a more responsible, higher paying classification were not clearly identified, thereby inviting loss of objectivity. Accordingly, the Board asked the County's Human Resources Department to conduct a study, the objectives of which were to: • Review the organizational structure to insure effectiveness; + Clarify position responsibility; • Create a career ladder to provide internal promotion opportunity; • Create class descriptions for each position and • Conduct a salary survey on benchmarked positions to insure internal equity and external salary competitiveness. The study, which began in February of 1997, was conducted at the Retirement Office's expense by an outside consulting firm under Human Resources' direction. In the Matter of Establishing Career } Series for Retirement Accounting ) Resolution No: 98/ 300 Specialist and Retirement Counselor } in the Contra Costa County Retirement } Board ) The Retirement Administrator has proposed a revision to the existing classification and compensation structure for certain positions of the Retirement Board engaged in accounting and counseling activities; AND, The County Administrator and the Human Resources Director have indicated that the new classification and compensation structure being proposed is not consistent with the structure in place for similar occupations found in County Departments and may present an unavoidable difference in pay and job dimensions with such classes; AND, The Board of Supervisors has considered the proposed revisions requested by the Administrator of the Retirement Board; AND, NOW THERFORE: The Contra Costa County Board of Supervisors in its capacity as governing Board of the County of Contra Costa, and all districts of which it is the ex-officio governing Board, RESOLVES THAT: 1. Effective June 1, 1998, the following classes are established and allocated to schedules and levels as indicated below: Retirement Counselor I (JWHH} XC 1776 ($2551 - $3258) Retirement Counselor 1I (JWH 1) XB 1870 ($2806 - $3581) Retirement Counselor III (JWHJ) C5 1909 ($3064 - $3724) Retirement Accounting Specialist I (JDWC) XC 1776 ($2551 - 3258) Retirement Accounting Specialist II (JDVD) XB 1870 ($2806 -3581) Retirement Accounting Specialist III (JDTE) C5 1909, ($3064 - 3724) 2. At 8:00 a.m. on June 1, 1998, Andrea Bates will receive a merit step increase in the classification of Account Clerk-Advance Level. At 8:01 the position and incumbent is reallocated from the class of Account Clerk-Advance Level to Retirement Accounting Specialist 11. 3. The position of Yolanda Sarile is transitioned from the class of Retirement Services Counselor-Project to Retirement Counselor 1. 4. At 8:00 a.m. on June 1, 1998, Tracy Lucero will receive a merit step increase in the classification of Retirement Services Counselor-Project. At 8:01.a.m. the position of Tracy Lucero is transitioned from the class of Retirement Services Counselor-Project to Retirement Counselor 1. 5. Effective June 1, 1998, the classes of Retirement Services Counselor-Project (3WH1) and Retirement Services Counselor (JWHE) are abandoned. 6. The Retirement Accounting Specialist and Retirement Counselor job series are flexibly staffed and positions may be filled: at any level. Promotion from one level to the next in either series by an incumbent shall be in accordance with applicable sections of the Personnel'Management Regulations and the County Salary Resolution.
