Safety Code Section 1797.270, establish an Emergency Medical Care Committee (EMCC) with membership prescribed and appointed by the county board of supervisors. The EMCC acts as an advisory body to its board of supervisors and local EMS agency on all matters relating to EMS. The Contra Costa Board of Supervisors first established an EMCC in 1968 (Board Resolution 68/404), and re- confirmed the EMCC in 1980 (Board Resolution 80/1019). As part of a major revamping of its advisory board reporting system in 1994, the Beard abolished the EMCC (Board Resolution 94/343), while recognizing that the Health Services Director may wish to reconstitute such a Committee. The Health Services Director did at that time appoint an EMCC to provide him with advice and recommendations regarding local emergency medical services issues, and that group is active currently. The Health 'Services Director's EMCC consists of 40 representatives. Up to six members are consumer representatives. EMS related organizations/groups nominate representatives for appointment. At its February 24, 1998 meeting, the Board voted to reinstate the Emergency Medical Care Committee as a Board advisory committee, and request the Clerk of the Board to take such actionsas necessary to effectuate this change. The following individuals, previously appointed to the EMCC by the Health Services Director, will continue to serve through September 30, 1998, or until replaced by a new Board appointee. APPOINT Darcy Coddington, Division Manager, United Parcel Service, to a Business Category position on the Private Industry Council for a term ending 9/34/99. 2. APPOINT Darcy Coddington to the Private Industry Council, Inc. non-profit organization. FINANCIAL IMPACT: None. One hundred percent federal funds. REASONS FOR RECOMMENDATIONS/BACKGROUND: Federal Job Training Partnership Act (DTPA) legislation requires there be a Board appointed Private Industry Council (PIC) that in partnership with the Board of Supervisors, is responsible for the operation of the JTPA grant. In accordance with a Board Order approved July 19, 1994, the Private Industry Council was directed to make recommendations for appointments to the Council directly to the Board of Supervisors, without the need to go through the Internal Operations Committee. The PIC recommends the appointment of Darcy Coddington, Division Manager, United Parcel Service to a Business Category vacancy which was created by the resignation of Chuck Woods; on 9/23/97, the Board acknowledged receipt of Mr. Woods' resignation but withheld acceptance pending appointment of a replacement. The PIC feels that Ms. Coddington would be an asset to the Council. Her background and experience in human resources and knowledge of PIC programs will lend itself to the workforce development activities being undertaken by the PIC.
