Resolution No. 98-1 requests the immediate allocation of property taxes from the Crockett Cogeneration Plant to the Crockett Community Foundation for specified use of benefit to Crockett. RESOLUTIQN NO. 98-1 RESOLUTION OF THE 130ARD OF DIRECTORS OF THE CROCKETT COMWIUNITY FOUNDATION RECOMMENDING THE ALLOCATION OF PROPERTY TAXES TO SPECIFIC USES OF BENEFIT TO CROCKETT WHEREAS, the Crockett Community Foundation desires to allocate available Crockett Cogeneration Return-to-Source funds for projects and services of benefit to Crockett; and, WHEREAS, the Crockett Community Foundation has heard the wishes of community members that decorative street lighting be installed in the downtown area of Valona and has accepted responsibility for implementing this worthy project as part of the general upgrade of the area; and, WHEREAS, the Crockett Community Foundation has developed a project for installing decorative lighting in 30 locations in the public right-of-way and has coordinated this project with the utility undergrounding project through the same arear, and, WHEREAS, the Crockett Improvement Association and the Crockett Recreation Association have pledged contributions to this project in the form of long term maintenance and insurance; and, WHEREAS, the Crockett Community Foundation has committed funds toward implementing this project and has placed an order for lamp posts and luminaires at a cost of $80,018.37; and, WHEREAS, the Crockett Community Foundation will contract out for lighting installation; and, WHEREAS, the Board of Supervisors of Contra Costa County did on September 19, 1995, appoint the Crockett Community Foundation as the advisory council to the Board of Supervisors regarding expenditures from the Community Benefits Program funded from new property tax increment of the Crockett Cogeneration Plant; and, WHEREAS, the Board of Supervisors of Contra Costa County did on December 12, 1995, commit 100% of new property tax increment of the Crockett Cogeneration Plant to Crockett programs, with 57% for new police services in Crockett and the balance for unspecified community benefits; and, WHEREAS, the Crockett Community Foundation is anon-profit public benefit corporation and has received a ruling from the Internal Revenue Service that it is a tax exempt organization described in Sections 501(c) (3) and 509(a) (1) of the Code; and, ''I'll......................................................... ............ ................................................. WHEREAS, the installation of public street lighting is a project eligible for funding from property tax revenues; and, WHEREAS, the Crockett Cogeneration property tax revenue is being apportioned. into Budget Unit 4 for a Community Benefits Program, which currently has a balance of approximately $31,242 available for allocation to Crockett. NOW, THEREFORE, BE IT RESOLVED THAT the Crockett Community Foundation recommends that the balance of Crockett Cogeneration property taxes currently available to Crockett in Budget Unit 4 be immediately granted to the Crockett Community Foundation for the purchase and installation of decorative street lighting in Crockett. BE IT FURTHER RESOLVED THAT the Secretary of the Crockett Community Foundation be directed to transmit this Resolution No. 98-1 to the Board of Supervisors of Contra Costa County immediately. THE FOREGOING RESOLUTION was passed and adopted at the Regular Meeting of the Crockett Community Foundation held on May 7, 1998 by the following vote: AYES: AUZA, BRASESCO, BURNETT, CLERICI, DETOMASI, HUNTER NOES: NONE ABSTAIN: NONE ABSENT,.
