SUBJECT: ADOPT RESOLUTION APPROVING SUBMISSION OF AN APPLICATION FOR FISCAL
YEAR 1998 PUBLIC HOUSING DRUG ELIMINATION PROGRAM FUNDING
SPECIFIC REQUEST(S)ORR— E� COMMENDATION{S)&BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
ADOPT Resolution No.4038 approving submission of funding application for the Fiscal Year 1998 Public and Indian
Housing Drug Elimination Program and AUTHORIZE the Executive Director of the Housing Authority of the County of Contra
Costa to execute and submit to the U.S.Department of Housing and Urban Development all appropriate documents required by
the application guidelines.
II. FINANCIAL IMPACT:
The Housing Authority will apply to the U.S.Department of Housing and Urban Development for$336,900 under the
Fiscal Year 1998 Public and Indian Housing Drug Elimination Program.
Ill. REASONS FOR RECOMMENDATIONIBACKGROUND
The U.S.Department of Housing and Urban Development(HUD)has issued a Super Notice of Funding Availability
(Super NOFA)announcing the availability of$1,247,906,870 covering 19 Housing and Community Development Programs
operated by HUD. Of this amount,$288,498,934 is available for Drug Elimination Programs in Public and Assisted Housing.
The Notice of Funding Availability established a maximum grant of$336,900 for housing authorities with the number of units
the Housing Authority of the County of Contra Costa has in management. These funds are available on a competitive basis and
the application must be submitted to the HUD Office of Public Housing in San Francisco by 6:00 P.M.,Monday,June 15, 1998.
IV. CONSEQUENCES OF NEGATIVE ACTION:
Should the Board of Commissioners elect not to adopt Resolution No.4038,the Housing Authority would be unable to
compete for$336,900 in much needed funding to assist in eliminating drug related crimes in public housing.

RESOLUTION APPROVING SUBMISSION OF AN APPLICATION FOR FUNDING PUBLIC
AND INDIAN HOUSING DRUG ELIMINATION PROGRAM NOTICE OF FUNDING
AVAILABILITY AND AUTHORIZING EXECUTION
WHEREAS,it is the desire of the Board of Commissioners of the Housing Authority of the
County of Contra Costa to provide decent,safe and sanitary housing for its tenants;and,
WHEREAS,the Housing Authority of the County of Contra Costa {PHA}desires to apply to the
U.S.Department of Housing and Urban Development for$336,900 under the Fiscal
year 1998 Public and Indian Housing Drug Elimination Program;
NOW,THEREFORE,BE IT RESOLVED,by the Board of Commissioners of the Housing
Authority of the County of Contra Costa that:
I. The Chair of the Board of Commissioners and the Executive Director are
authorized to submit an application for funding under the Public and Indian
Housing Drug Elimination Program Notice of Funding Availability and to execute
and submit all appropriate documents required by the application guidelines;and,
2. Grant amounts obtained by the Housing Authority under the Public and Indian
Housing Drug Elimination Program Notice of Funding Availability will not
substitute for activities currently being undertaken to address the problem of drug-
related crime in public housing;and,
3. Any additional security and protective services which may be assisted under the
Notice of Funding Availability will meet the requirements of that Notice;and,
4. This Resolution shall be effective immediately.
PASSED AND ADOPTED ON June 9, 1998 by the following
vote of the Commissioners.
AYES: Supervisors Uilkema, Gerber, DeSaulnier, Canciamilla, Rogers
