THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order on June 9, 1998,by the following vote: AYES: Supervisors Uilkema, Gerber, DeSaulnier, Canciamilla, Rogers NOES: None ABSENT: bone ABSTAIN: Mone SUBJECT: Award of Contract for 1998 Slurry Seal Project, in West, Central, and East County areas. Project No. 0672-6U2172 Engineer's Estimate: $394,987.21 Bidder Total Amount Bond Amounts Graham Contractors, Inc. $377,379.47 Payment: P.O. Box 26770 $188,689.73 San Jose, CA 95159 Performance: $377,379.47 California Pavement Maintenance Co. Sacramento, CA Valley Slurry Seal Co. W. Sacramento, CA The above-captioned project and the plans and specifications therefor having been previously approved, and bids having been duly invited and received by the Director of Public Works on May 26, 1998; and American Asphalt Repair&Resurfacing Co.,Inc. ("American"),which submitted a bid of$335,219.28, having made a mistake in filling out the bid due to errors in converting between metric and English units, having timely notified the County in writing of such mistake as required by law, and having requested to be relieved of its bid; and The bidder listed first above, Graham Contractors, Inc. ("Graham"), having submitted the lowest responsive and responsible bid, which is $385.37 less than the next lowest bid; and The Director of Public Works recommending that the bid submitted by Graham is the lowest responsive and responsible bid, and this Board concurring and so finding; NOW, THEREFORE,the Board finds, determines and orders as follows: The Board RELIEVES American of its bid, pursuant to Public Contract Code Section 5100 and following,because of the mistake described above; and AWARD OF CONTRACT FOR THE June 9,1998 1998 SLURRY SEAL IN THE WEST,CENTRAL,and EAST AREAS. The Board reviewed and approved the project on May 19, 1998 and determined the project to be exempt from the California Environmental Quality Act as a Class 4h Categorical Exemption. The project has been determined to be in compliance with the General Plan and is exempt from CEQA because it is a minor alteration to an existing facility. Financial IMRact« There is no financial impact. The work will be completed using a limited amount of developer fees collected from the Dougherty Valley Development. III. Reagins for Recommre,ddationj and B,ackgro-un�d: Complete closure of Dougherty Road will allow for the most efficient and timely completion of the proposed road repairs. Due to the deteriorated condition of the pavement on Dougherty Road,the proposed repairs will include placement of paving fabric material and an asphalt concrete overlay. Given the limited funding to complete these repairs,closing the road will economize the time and effort required to complete the work. The County has agreed to complete these repairs using developer fees collected from the Dougherty Valley Development. IV. !onstagoces of Negative Action: Not closing Dougherty Road will extend the time required to complete the road work and increase the cost of the repairs as well as the time of public inconvenience.
