RECOMMENDED ACTION: Authorize the Executive Director, Contra Costa County Private Industry Council, to apply for a $300,000 12 month State Welfare to Work grant as part of a $1,000,000 EASTBAY Works Collaborative sponsored Application for a Regional Workforce Preparation and Economic Development Act Request for Application. IL FINANCIAL IMPACT: None, 100% grant funded. III. CHILDREN IMPACT STATEMENT: This is a portion of a coordinated two County grant which would support the third outcome - Families that are Economically Self-sufficient. IV. REASONS FOR RECOMMENDATION(BACKGROUND): The State of California has issued a Request for Application (RFA) authorized by AB 1542 (Welfare to Work Act of 1997). The purpose of the RPA is: "To encourage and promote visionary collaborative leadership at the regional level which reflects the connection of education to workforce preparation and economic development....(and) maximize the effective use of resources for its workforce preparation programs to create a more coherent, comprehensive, accountable and customer focus system." Organizational models which improve the efficiency and effectiveness of delivering workforce development services in response to regional economies and emerging trends. 2. Methods to identify new and redirected resources, federal and state waivers, and legislative changes necessary to enhance the effectiveness of local delivery systems. 3. Effective service delivery through integration of existing partnerships in economic development, employment and training services, welfare reform, and school reform into one collaborative partnership and process consistent with the goals of California's One-Stop Career Center System. Grants are for 12 months (tentative 7/1/98-6/30/99); maximum; award is $1 million; minimum award is $250,000. The grant consists of five different weighted funding sources: Welfare to Work discretionary (30%); Welfare to Work matching (20%); K-12 I.A.S.A. (25%); DTPA 8% (yam); and Community College/Economic Development Under the leadership of United Way, Alameda County and jContra Costa County representatives of the two County PICS/SDAs, Welfare Departments, Offices of Education, Community College Districts, and CBOs have been meeting to plan a unified grant application. If approved, the actual grant funds will be individual revenue streams proportional to the grant allocations. Hence, Contra Costa County would be the fiscal agent for the two County application of the Welfare to Work grant funds which must be spent in accordance with the approved unified grant. APPROVE AND AUTHORIZE the Director of Social Service, or designee, to enter into a revenue agreement with the Contra Costa Community College District (Diablo Valley College) for the period of June 1, 1998 through June 30, 1999 for the full reimbursement of a Contra Costa County Social Service employee. FISCAL: This agreement allows the services of a Social Service Department staff person, at the classification level of Eligibility Work Supervisor, to be fully reimbursed by the Community College District. No County match is required. 100% of salary and fringe benefits ($71,500) will be reimbursed by the District for payment by the County to the staff person chosen. BACKGROUND: Diablo Valley College has received a grant award through the State Chancellor's Office for the implementation of Ca1WORKs services for eligible students attending that institution. Diablo Valley College intends to pay for the services of a Social Service Department staff person to act as a Coordinator of services, and will compensate the Social Service Department for the full cost of that staff person. FISCAL IMPACT: Acceptance of this Grant Award will result in $336, 206 from the California Endowment for the Quality of Life Community Planning Initiative . No County funds are required. BACKGR0LTND Z REASON(S) FOR RECOMMENDATION(S) : The California Endowment is funding a two-year project to continue the Health Services Department ' s work in four gest County neighbor- hoods . Specifically, the Quality of Life Community Planning Initiative will continue the Health Neighborhoods Project and expand community participation in planning the programs at the Center for Health in North Richmond. The California Endowment 's Standard Grant Commitment Terms stipulate that any interest earned on grant funds be applied to project purposes and reported to the California Endowment. REASONS FOR ,REC0NENDATI0NS/SA KGROUND: The U.S. Department of Housing and Urban Development ' s Supportive Housing Program is authorized by Title IV of the Stewart S McKinney Homeless Assistance Act (the McKinney Act) • The Support- ive Housing Program is designed to promote the development of supportive housing and supportive services, including innovative approaches to assist homeless persons in the transition from homelessness, and to promote the provision of supportive housing to homeless persons to enable them to live as independently as possible. This grant, which was previously administered by the Housing Authority, will provide funds for the sixth year of a ten year commitment to operate transitional housing in Martinez (Mt . White Comprehensive AIDS Resources Emergency (CARE) Act of 1990 was enacted into federal law for the purpose ofproviding emergency assistance to localities that are disproportionately affected by the HILI epidemic and to provide financialassistance for the development, organization, coordination, and operation of more effective and cost efficient systems for the delivery of essential services to individuals and families with the HIV Disease. Under these Agreements, Alameda County, as fiscal agent for Ryan, White CARTE Act, Title II fundis, will provide $164, 957 for the County' s local HIV CARE Consortium, to improve the 'quality, avail- ability and organization of health care and support services for individuals with HIV Disease and their families . Approval of these Agreements will provide funding for these services through March 31, 1999 . On October 7, 1997, the Board of Supervisors approved Agreement #28- 528-11 with the County of Alameda, as the Grantee. of federal Ryan White CARE Act, Title I Formula Grant funds, for the period from July 1, 1997 through February 28, 1998, for coordination of services to Contra Costa residents with HIV disease and their families . Approval of these Agreements will provide funding for services through February 28, 1999 .
