The purpose of WIP is to reward County employees with incentives' for participating in Wellness Program activities. • The action requested by this P300 is to provide administrative staff' support to the WIP. This action will also enable the department to establish planning continuity during the development and implementation phase of the program. • The position will be responsible for initial design, developing marketing plan and implementation schedule, record-keeping, required report writing, program monitoring and evaluations, and program revisions throughout the year. • A four month pilot project is scheduled for September - December' 1998, with full implementation of WIP in January 1999. • The cost of this action is within the department's budget • This is an unrepresented management class. Date: May 19, 1998 Prepared by: Personfiel Services Sup 'sor REQUEST FOR PROJECT POSITION ADMINISTRATIVE AIDE-PROJECT In The Human Resources :Department HIS'7'O CAL ?EVIEW The Human Resources Department is requesting an Administrative Aide-Project position in the Employee Wellness Program effective May 1, 1998. The primary duties of this project position will be to develop and implement the Wellness Incentive Program (WIP). On February 21, 1996, representatives from the Labor Coalition and Management approved and signed Management Proposal No. 21 which initiated the Wellness Incentive Program (refer to attached Proposal). The Proposal designated that the joint Labor/Management Wellness Committee develop the WIP for the purpose of rewarding County employees with incentives for participating in Wellness Program activities. The Wellness Committee has discussed this program extensively and reached the point where the design, marketing, implementation format, and report writing required to present the proposal to the appropriate groups needs to be formalized and completed. This program will require extensive record-keeping of the participants, numerous report writing, evaluations and revisions of the program during the implementation process and an ongoing knowledge and participation in the development of the various wellness activities the Employee Wellness Program conducts throughout the year. A four month pilot program for the WIP is slated for September - December, 1998 with full implementation of the WIP designated for January, 1999. In anticipation of this program, monies have been appropriated in the Employee Wellness Program budget to cover the costs of this project position. We intend to make a direct appointment for this position of Teresa Santarelli-Smith, who has worked as an Administrative Intern with the Employee Wellness Program since February of 1996. Teresa has been involved with all of the preliminary discussions regarding this project as well as assisting in the ongoing development and implementation of various wellness activities. Establishing this project position will enable continuity during the development and implementation phase of this project and will provide for the necessary background knowledge of the County and the Wellness Program that Teresa will bring to this position. We believe that the staff'time required to formulate and administer a Merit System examination for this single position would be costly and labor 'intensive for the County and could possibly present volumes of applications for this position. As this program is a ,joint venture between Labor and Management and is currently being reviewed by the Board of Supervisors, we are required to remain on track with the established timeline and the systematic and organized approach we have designated for the success of this program. Not only will appointing Teresa in this project position provide continuity of the WiP, it will enable stability for the organizational structure of the Employee Wellness Program. In addition, if we do not appoint Teresa to this position, we risk the chance of her finding employment elsewhere, thereby lasing all of the background knowledge and experience on this project to date and would have to take the time and expense to retrain a new person to take over the coordination of this program and while attempting to remain on track with our designated timeline.
