BACKGRO N !REASONS FOR RECOMMENDATIONS
On August 8, 1955 the Board of Supervisors accepted a Scope of Work for a Bay
Point/Pittsburg BART Station Area Specific Plan. This joint planning effort, which involves
the City of Pittsburg, BART and the County, through its Redevelopment Agency, as well
as area citizens and property owners, is intended to examine land use in areas proximate
to the new BART Station at Bay Point. A Fiscal Committee consisting of the Supervisor
from District 5, the mayor of Pittsburg, and the BART Board Director representing East
County was formed. A Policy Advisory Committee was established to review and comment
on alternative proposals. A public review draft of the Pittsburg / Bay PointBart station area
specific plan was released in January, 1958.
A Memorandum of Understanding approved by the County I Agency on April 23, 1996
memorialized the elements of the Specific Plan analysis provided for project oversight and
management, and stipulating joint funding provisions. The First Amendment to this
memorandum of understanding incorporates joint funding and management, of the EER
production process, and any additional planning studies, needed prior to adoption of the
specific plan by the City and County.
