RECOMMENDED ACTION: APPROVE funding for five summer recreation programs and allocate funding from the Housing Authority budget as recommended by the Advisory Housing Commission: I. CAO 11008-Los Arboles,Oaldey Camp Fire Boys and Girls $15,000 2. CA011005-El Pueblo,Pittsburg Pre-School Coordinating Council $12,000 3. CA01005-El Pueblo,Pittsburg East County Boys and Girls Club $8,000 4. CA011002-Las Medanos,Bay Point I-Baptist Head Start $13,259.80 5. FINANCIAL IMPACT A total of$56,259.80 has been budgeted by the Housing Authority of the County of Contra Costa for summer recreation programs during 1998 III. REASON FOR RECf)MMEDATIONIBACKGROUND The Housing Authority has solicited summer recreation program proposals in order to provide alternative program for youth in public housing developments during the summer months.' 1. CA011008—LOS ARBOLES, Oakley Camp Fire Buys and Girls is requesting funding to conduct a summer programin Los Arboles development. The program would serve 25-30 youth ages 5 to 12. The includes field trips,arts and crafts and performance art activities. 2. CAO 11005, EL PUEBLO, Pittsburg Pre-School Coordinating Council would provide services specifically for 24 children between the ages 3 and 5 years,for families residing in El Pueblo. The program emphasizes educational activities which include social and emotional growth,language and arts activities and physical development and cognitive skills. Additionally the program will reflect parent involvement,training,information and referral. 3. CAO 11005,EL PUEBLO, Pittsburg East County Boys and Girls Club proposes six core areas for Program support El Pueblo Youth. The program explores personal adjustment issues,citizenship and leadership development,cultural enrichment,Health and physical education, social recreations services and outdoor and environmental educational services. Transportation will bring youth to the East County Boys and Girls facility at 1001 Stoneman Avenue for programs slated from June It ,to August 21, 1998, 4. CAO 11002, LOS MEDANOS,Bay Point I'Baptist Head Start would operate a seven-week program beginning June 15`h,a week longer than last year. The program would serve 30—40 children daily for 5 hours per day. Priority would be given to families of Los Medanos public housing, followed by neighboring residents.' Social,language, physical,nutritional and education programs are planned. The goal is to build a stronger community of self-sufficient individuals by nurturing and empowering children and families through individualized services. The targeted start date is June 15—July 31, 1998. 5: CA011010,BAYO VISTA,Rodeo Martinez Boys and Girls Club will provide various sumer recreational programs for the youth of Bayo Vista Housing Development. Some of these programs include social recreation where youth will develop interpersonal skills through games and activities that encourage team playing and making new friends. Another program titled Smart Moves is designed to encourage young people ages 7-18 to make the right choices in avoiding druglalcohol abuse and teen pregnancy prevention. Transportation and field trip will also be included. IV. CONSEQUENCES OF NEGATIVE ACTION; Should the Board of Commissioners elect not to approve the expenditure of funds from the Housing Authority Section 8 and Conventional budgets to authorize the 1998 Summer Recreation Programs in Oakley,Pittsburg,Bay Paint,and Rodeo,those areas will be deprived of programs which provide recreational,educational and social activities to its youth participants and their families.
