SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
I RECOMMENDED ACTION'
Approve the temporary loan of approximately thirty decommissioned, County
surplus desktop computers, for use at the 32nd Annual California Police Summer(Olympic)
Games to be conducted at various Contra Costa County locations during the week of June 21-
27, 1998, and deem such use appropriate and necessary to meet the social needs of the
county participants at the games and population including the areas of health, law
enforcement, public safety, welfare and education.

1.11. REASONS- FOR FCOM'MENDATION.
During the week of June 21-27, 1998, Contra Costa County and the Contra Costa
Police Athletic Association will host the 32nd Annual California Police Summer Olympic Games
at various county locations. The Board of Supervisors, by its adoption of Resolution 96/102 on
March 19, 1996, indicated its support of these games and requested that the games be
authorized for conducting in this county during June 21-27, 1998. Such authorization has now
been given and theContra Costa Police Athletic Association is now preparing for and will hast
these June games.

The Board of Supervisors' Resolution 961102 indicated the Board's determination that
these games will assist with the provision of better police services, community relations and
with the provision of local youth programs thereby addressing the social needs of the
papulation of this county. In this regard, the county has an opportunity to further support
these games by providing the above-noted approximately thirty desktop surplus computers to
the games volunteer staff. The computers will be set up and used by the volunteer staff of the
games to record and transmit results of the competition, via the Internet worldwide web, within
this County and to other agencies throughout the State who have participants in the games..
Also the use of the surpluscomputers will assist the efficient coordination at the conducting of
the games.
IV. BACKGROUND:
The California Police Athletic Federation is a not-for-profit organization, which has put on
the Annual Police Olympic Games for the past 31 years in California. Coordinator for the
organization is Captain Neil Stratton (retired), formerly of the Walnut Creek Police Department.
The computer equipment will be pick'up, and returned to Contra Costa County by volunteer
staff of the California Police Athletic Federation.
