SUBJECT: Authorize Execution of JTPA Vocational Training Agreement with
Unitek Network Education(195)
SPECIFIC REOUEST(S)OR RECOMMENDATION(S)A BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
Authorize the Executive Director, Contra Costa County Private Industry Council, to
(1) execute on behalf of the County a standard form Vocational Training Agreement
(195) with Unitek Network Education 39465 Paseo Padre Pkwy, Ste 2900,
Fremont, CA 94538 for the term beginning May 11, 1998 and ending June 30,
1998 to provide vocational training to individually referred Job Training
Partnership Act(JTPA)participants for fees as specified in said agreement; and,
(2) execute additional standard form Amendment Agreements with the above
referenced institution as may be need for periodic revisions such as adding or
deleting a training course, changing the tuition fees or to comply with changes in
State or Federal regulations.
II. FINANCIAL IMPACT:
None, one.hundred percent federal funded.
III. CHILDREN IMPACT STATEMENT:
This contract is to provide vocational training to appropriate JTPA eligible participants.
This will support the third outcome—Families that are economically self sufficient.
IV. REASONS FOR RECOMMENDATION:
Allocation of Job Training Partnership Act (JTPA) funds for County's overall JTPA
Vocational Training Programs for program years 1997/98 was pproved by the Board on
April 27,1997.

L RECOMMENDED ACTION:
Authorize the Executive Director, Contra Costa County Private Industry Council, on behalf
of the EASTBAY 'Works cooperative to reimburse the City of Richmond, up to $20,000 for
the provision of professional services during the months of January through March 1998 for
the design, coordination and consultation services involved in electronically linking the two
County four Private Industry Council/Service Delivery Areas into a Workforce
Development System with 17 comprehensive service points.
II. FINANCIAL IMPACT:
None, one hundred percent JTPA One Stop Grant Implementation funds.
111. CHILDREN IMPACT STATEMENT:
This is part of the two County implementation of a One Stop Workforce Development
Delivery System which supports the third outcome • Families that are Economically Self-
sufficient.
IV. REASONS FOR RECOMMENDATION (BACKGROUND):
A Consortium of the Alameda, Oakland, Richmond and Contra Costa County Service
Delivery Areas was awarded a $3 million JTPA Title III Governor's Discretionary 40%
Grant to establish East Bay One Stop Employment and Training Centers in which.the State
Employment Development Department Employment Services staff, ',JTPA staff and other
public and private community entities would coordinate employment and training activities
through co-location and electronic linkages.

SUBJECT: Rescind the March 3, 1998 Board Order Authorizing Execution of JTPA Contract
Amendment/Extension Agreement with Worldwide Educational Services,',Inc. (419-1220-6)
SPECIFIC REGUEST(S)OR RECOMMENDATIONS)!BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
Rescind the March 3, 1998 Board Order authorizing the Executive Director, Contra
Costa County Private Industry Council, to execute a standard form Job Training
Partnership Act (JTPA) Contract Amendment/Extension Agreement (19-1220-6) with
Worldwide Educational Services, Inc. to increase the contract payment limit by
$261,900 to a new payment limit of$1,130,200.
II. FINANCIAL IMPACT:
None.
III. CHILDREN IMPACT STATEMENT

IV. REASONS FOR RECOMMENDATION:
By its order dated March 3, 1998, the Board approved extension',of this contract (#19-
1220-6) from February 28, 1998 to June 30, 1998 and increasedthe contract payment
limit by $261,900 to a new payment limit of$1,130,200.
Subsequent to this action, it has been determined that the Central County area One-Stop
service system will not be operational until after June 30, 1998 and therefore the current
JTPA Title III Workers Assistance Center(WAC) contract will be extended. As a result,
the JTPA Title III funds initially incorporated into this contract need to be deleted and
will be incorporated into the WAC contract extension.

I. RECOMMENDED ACTION:
Authorize the Executive Director, Contra Costa County Private Industry Council, to
execute a standard form Job Training Partnership Act (JTPA) Contract
Amendment/Extension Agreement (19-1220-6) with WorldwideEducational Services,
Inc. to increase the contract payment limit by $143,127 to a new payment limit of
$1,011,427 and to extend the term of the contract from February 28, 1998 to June 30
1998 subject to approval by County Counsel as to legal form.
II. FINANCIAL IMPACT:
None, one hudred percent federal funds.
III. CHILDREN IMPACT STATEMENT
This contract is to provide vocational training to appropriate JTPA eligible participants.
This will support the third outcome—Families that are economically self sufficient.
IV. REASONS FOR RECOMMENDATION:
By its order dated December 2, 1997, the Board approved extension of various JTPA
contracts for a three month period including this one.
Since the restructured One-Stop service delivery system is not yet in place in the West
area of the County, this existing JTPA services contract which provides employment nd
training services to eligible west county residents (excluding the City of Richmond)
needs to be extended through the end of the program year.
