REASONS FOR I2ECOA MENDATIONS1BAC&GROUND: On June 3, 1997, the Board approved Contract #33-5883 with Marcia Drumright to provide health consultant services for children within the Community Services Department's Child Development Division for the period from July 1, 1997 through June 30, 1998. Approval of Contract#33-588-4 will allow the Contractor to continue providing services through June 30, 1999. This contract will be reviewed and approved as to legal form by County Counsel prior to execution. In response to the RFP, the Office on Aging received one proposal. An evaluation team consisting of members of the Advisory Council on Aging and technical experts reviewed the proposal. Staff aggregated the scores and presented them to the Planning Committee of the Advisory Council on Aging. The Planning Committee reviewed the scores and made a funding recommendation to the Advisory Council. May 20, 1998 the Advisory Council on Aging approved the recommendation of its.Planning Committee and is recommending to the Board of Supervisors Contra Costa Senior Legal Services be awarded the contract for Legal Assistance for Seniors. The expected outcomes are that an increased number of children and youth will receive the treatment services they require in a more timely manner, and that out-of--home placements will be more stable due to the availability of supportive services. BACRGROJIND, The Board of Supervisors action on June 22, 1993 funded this contracted service with Child Care Affordability Trost Fund revenues through June 30, 1994. As the result of RFP#1036, authorized by the Board April 26, 1994, the cost of this contracted service was qualified for inclusion in the Administrative Expense Claim and eligible for Federal and State revenue. 'CHILDREN'S IM2ACT�S=EM NT: The contracts and grant recommended by the Family and Children's Trust Committee support three of Contra Costa County' s community outcomes: "Children and Youth Healthy and preparing for Productive Adulthood, " "Families that are Economically Self Sufficient, " and "Communities that are Safe and Provide a High Quality of Life for Children and Families, " by offering families assistance in locating safe and affordable child care, and subsidizing it if necessary. The expected outcome is that the availability of child care subsidies for low income, at-risk families not currently eligible for child care under CalWORKS will increase. B�KGRQLIN� On February 25, 1997, the Board of Supervisors approved a report from the 1996-97 Family and Human Services Committee which requested the Family and Children' s Trust Committee (FACT) to establish priorities for the expenditure of the Child Care .Affordability Fund and to utilize a process similar to that used in recommending expenditures from the Ann Adler Family and Children' s Trust Fund in order to recommend expenditures from the Child Care Affordability Fund for FY 98-99 . On March 9, 1998 the Family and Human Services Committee met with John Cullen, ,Social Service Director; Mary Kay Miller, staff to FACT; and Naomi Zipkin, FACT chair to discuss FACT's recommendations. FACT identified low income, at-risk families who are not receiving child care funding support under CalWORKS as the highest priority. The Board of Supervisors approved the funding priority for FACT on March 17, 1998 . As a result of the Board Action, the FACT committee recommends continued support of Pittsburg Preschool Coordinating Council's therapeutic infant/toddler care program during FY 98/99. The FACT committee also recommends the contract and award in item I as a result of a Request for Interest (RFI) that was released based on the aforementioned Board Action. FISCAL: The funding for this contract is included in the Options for Recovery Program funding and claimable as 75% Federal ($45,000), 17.5% State ($10,500), and', 7.5% County ($4,500). CHILDREN'S REN' IMPACT STATEMENT: The Heritage Program Foster Parent Training supports three of Contra Costa County's community outcomes: "Children and Youth Healthy and Preparing for Productive Adulthood," "Families that are Safe, Stable and Nurturing," and Communities that are Safe and Provide a High Quality of Life for Children and Families." ',Through enhanced education and training, foster parents and relative caregivers are better able to help children understand the reasons for their out-of-home placement and to help children cope with past abuse or neglect. BACKGROUND: The Social Service Department has a state grant called Options for Recovery in which these contracts play a primary part in addressing the ongoing recruitment and provision of support for Foster Parents for drug exposed medically fragile infants. The training pertains to care of drug impacted children aged 0-3 by licensed er Parents and relative care givers, and will be provided on the San Pablo and'L s dan s campuses.
