IV. REASONS FOR RECOMMENDATION:
A Consortium of the Alameda, Oakland, Richmond and Contra Costa County Service
Delivery Areas was awarded a $3 million DTPA Title III Governor's Discretionary 40%
Grant to establish 16 East Bay One Stop Employment and Training Centers in which the
State Employment Development Department Employment Services staff, DTPA staff`and
other public and private community entities would coordinate employment and training
activities through co-location and electronic linkages.
Of this amount, the Contra Costa County Private Industry Council received $1,315,650
with the assignment to coordinate and implement the electronic infrastructure to support
an East Bay employment and training system. In the process of installation of lines it was
discovered that some of the sites did not require the complete cabling cost that had been
budgeted. This action is to allow for the transfer of these unexpended budgeted funds
back to the respective PIC1SDAs.

Authorize Execution of JTPA Contract Amendment/Extension with RYNO Technology,
SUBJECT: Incorporated (19-2037-1)
SPECIFIC REOUEST(S)OR RECOMMENDATIONM&BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
Authorize the Executive Director, Contra Costa County Private Industry Council, to
execute a standard form Job Training Partnership Act (DTPA) Contract Amendment (19-
2037-1) with RYNO Technology, Incorporated to increase the contract payment limit by
$98,000 to a new payment limit of $543,000, and extend the term of the contract end
date from 6/30/98 to 1.2/31/98, subject to approval by County Counsel.
II. FINANCIAL IMPACT:
None, one hundred percent federal funds.
III. CHILDREN IMPACT STATEMENT:

IV. REASONS FOR RECOMMENDATION:

implementation of the Regional One Stop Grant supporting electronic infrastructure.
This amendment will allow for the installation and maintenance of aCITRIX controller to
load and download standardized programs allowing for the remote programming and
recalabration of PCs that are part of the East Bay Works system.

II. FINANCIAL IMPACT:
No County funding is required. These contracts are funded through an existing Interagency Agreement
between the County and the Contra Costa Community College District (CCCCD). The College District
receives its funding for these program services from the California Department of Education(State).
III. CHILDREN'S IMPACT STATEMENT:
The Community Services Department Child Development Program supports two of Contra Costa County's
community outcomes: "Children Ready for and Succeeding in School" and "Families that are Safe, Stable
and Nurturing." These outcomes are achieved by offering comprehensive services, including high quality
early childhood education, nutrition, and health to low-income children throughout Contra Costa County.

IV. REASONS FOR RECO AD ENDATIQNS/BACKGIit)M:
The CCCCD receives funding from the State to provide state preschool services. Since 1994 the CCCCD
has contracted with the County to provide direct preschool services as well as administrative oversight and
support to community-based organizations (CBCs), who also provide said services. These CBOOs contract
with the County as Expanded State Preschool Delegate Agencies.
Approval of the above-listed contracts as outlined will allow the Community Services Department to
continue to provide preschool services for approximately 216 program-eligible children residing in Contra
Costa County.

I. RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Community Services Director or designee to execute Interagency
Agreement Amendment #39-811-7 for a Minimum Wage Adjustment with the Contra Costa
Community College District to increase the contract amount by $5,388 to a new contract payment
limit of $833,324 for expanded state preschool program services for the period from January 1,
1998 through June 30, 1998; and,
APPROVE and AUTHORIZE the Community Services Director or designee to execute Interagency
Agreement Amendment #39-850-1 for a Minimum Wage Adjustment with the Contra Costa
Community College District to increase the contract amount by $454 for a new contract payment
limit of $68,912 for full-day preschool program services for the period from January 1, 1998
through June 30, 1998.
II. FINANCIAL IMPACT:
No County funding is required. The Contra Costa Community College District receives its funding
for this service from the California Department of Education.
III. CHILDREN'S IMPACT STATEMENT:

IV. REASONS FOR KEC-0-AD ,NDATIONSJBACKCROUND:
On June 17, 1997 the Board approved a funding agreement with the Contra Costa Community
College District (College District) for expanded state preschool services. Since then, the State
Department of Education has authorized, and the Board of Supervisors has accepted, partial year
funding through June 30, 1998 for a full-day preschool program.
As a result of the Inflation - COLA/Minimum Wage adjustment passed by the State Legislature and
approved by the Governor, state preschool programs are entitled to the above increases for the
1997-98 fiscal year.
Approval of these contracts will allow the County to provide quality child care to low-income
children on a full-day basis.

APPROVAL OF CHILD DEVELOPMENT MENTAL HEALTH CONSULTANT CONTRACT.
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Community Services Director or designee to execute Contract
#38-617-3 with Janice Perry, MFCC in the amount of $39,800 to provide Child Development
Mental Health Consultant services from July 1, 1998 through June 30, 1999.
II. FINANCIAL IMPACT:
This Child Development Program contract is included in the projected State-funded Fiscal Year
1998-99 budget.
III. REASONS FOR RECOMMENDATIONS/BACKGROUND:
On June 3, 1997, the Board of Supervisors approved Contract #38-617-1 with Janice Perry for the
period from July 1, 1997 through June 30, 1998 for the provision of mental health consultant
services for the Child Development Division. Approval of Contract #38-617-3 will allow the
Contractor to continue providing services through June 30, 1999.
This contract will be reviewed and approved as to legal form by County Counsel prior to
execution.
