REASONS FOR REOOMMENDATIONS/BACKGROUND: Due to Ms. Ballard's promotion and transfer to the Oakland Career Center, she will no longer be able to serge on the PIC Board as the Public Employment Service representative and has submitted a letter of resignation (Attached). In accordance with the Job Training Partnership Act (DTPA) legislation, Section 102 (22) (f) "any vacancy in the membership of the Council shall be filled in the same manner as the original appointment." State law requires positions to be filled within 60 days; accordingly the Board is acknowledging receipt of the resignation of Myrtle Ballard and is recommending appointment of Ben Takesh'ta to fill the Public Employment Service position vacated by Myrtle Ballard. In accordance with a Board Order approved July 19, 1994 the Private Industry Council was 'directed to make recommendations for appointments to the Council directly to the Board of Supervisors, without the need to go through the Internal Operations Committee. PIC members serve as directors of the Private Industry Council, Inc. non-profit organization. FISCAL IMPACT No impact to the General Fund At the Board of Supervisors' meeting on June 9, 1998, the Board requested that the Director of Community Development notify the WCCIWMA Board of directors of the Board's interest in participating on a sub-committee to discuss issues related to a proposal for a voting membership on the WCCIWMA Board of Directors. It was proposed that the sub-committee be composed of two members of the WCCIWMA Board of Directors and the two Supervisors representing West County. Additionally, it was proposed that the sub-committee meet with residents from the unincorporated area of West County living in the WCCIWMA service area. At their meeting on June 11, 1998, the WCCIWMA Board of Directors appointed Directors Alex Evans and Nat Bates to serve on the sub-committee. Appointment of the District 1 and District 2 Supervisors will allow for the formation of the committee.
