SF-468 AND AUTHORIZING EXECUTION. SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION 1. RECOMMENDED ACTION: ADOPT Resolution No.4039 approving Section 8 Rental Certificate and Rental Voucher Program Annual Contributions Contract No. SF-468,as amended,and AUTHORIZING execution by the Chair of the Board of Commissioners of the Housing Authority of the County of Contra Costa. IL FINANCIAL IMPACT: Section 8 contract and budget authority in the amount of$3,909,196 has been reserved and obligated for increment numbers CA01ICE0063,0064,CA01ICE6001.CA01IV06001,CA01ICE8001,CA01IVO8002,CA01ICE0056,0057,0058 and 0060. This new funding increment is to assist persons with disabilities in support of designated housing allocation plans in accordance with the notice of funding availability that was published in the Federal Register. It enables persons with disabilities to rent affordable private housing of their choice. Funds must be distributed as indicated on the attached reservation worksheet. The term of the contract is for one year. III. REASONS FOR RECOMMENDATION/BACKGROUND The Housing Authority has received notification from the U.S.Department of Housing and Urban Development(HUD) that Section 8 Voucher amendment funds have been reserved for increment numbers .CAOI ICE0063,0064,CAOI ICE6001. CA01 I VO6001,CA0110E8001,CA01 I VO8002,CAOI ICE0056,0057,0058 and 0060. This funding is for a one-year term. To secure these funds for the Section 8 Program, it will be necessary for the Board of Commissioners to adapt Resolution No. 4039. IV. CONSEQUENCES OF NEGATIVE ACTION: Should the Board of Commissioners elect not to adopt Resolution No.4039,the Housing Authority would lose this reserved funding. The new language in the revised CACC allows HUD to amend the CACC to add funding increments by sending a notice to the housing authorities along with revised funding exhibits . After the HA has executed this CACC once, it will no longer be necessary to prepare a CACC for execution to add any future funding increments . This change will substantially reduce the funding workload on the field offices and will also expedite all future funding actions . Please execute and return both copies to our office. Upon execution by the Director of Public Housing, one copy will be sent to the HA. The following expiring increments are to receive renewal funding for term of 12 months . The third quarter funding was calculated using the actual inflated per unit costs . These are increments where pricing failed to take into consideration an inflation factor as applied to per unit costs'.
