County Director of Community Development DATE: June 23, 1998 SUBJECT: Carry Forward Unexpended Community Development Block Grant Funds SPECIFIC REQUEST(S) OR RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS APPROVE and AUTHORIZE the Deputy Director, Redevelopment to carry forward $574,598 in unexpended Community Development Block Grant (CDBG) funds from FY 93/94, 94/95, 95/96, and 96/97 economic development projects and Economic Development Assistance Funds (EDAF) to the FY 1997/98 EDAF as listed in Attachment A. APPROVE and AUTHORIZE the Deputy Director, Redevelopment to carry forward the balance of the FY 1997/98 EDAF, as of June 30, 1998, to the FY 1998/99 EDAF. FISCAL IMPACT No General Fund impact. CDBG funds are provided to the County by the U.S. Department of Housing and Urban Development. The purpose of the FY 1997/98 EDAF is to provide resources to economic development projects that may arise during the program year. The current balance of the fund is $27, 115. Approval of the carrying forward of funds from preceding years will bring the total to $601,713 . The Economic Development Committee has approved two projects for funding from the EDRF; 1) Rubicon Bakery $150,000, for equipment to expand bakery production and training facilities; 2) North Richmond Commercial Center $250,404 for the construction of a office/retail building adjacent to the Center for Health and 57 unit Senior Housing project. Combined the two projects will create approximately 43 jobs . Persons targeted for job training and/or placement are homeless, disabled, and unemployed residents of North Richmond. Subsequent to funding the above projects, the balance of the FY 1997/98 EDAF will be 201,713. Together with the FY 1998/99 allocation of $91,400 to the EDAF, as approved by the Board of Supervisors on April 28, 1998, the total amount of EDAF funds available for allocation during the program year is $293, 113.
