BACKGROUND: The Board of Supervisors has previously asked all advisory boards to submit an annual report on their activities so the Board can be kept up-to-date on the activities of its advisory bodies. The Human Relations Commission has submitted the attached report in response to that request. Operations Committee Contra Costa County Board of Supervisors 651 line Street Martinez, CA 94553 Subject: 1997/98 Annual After Action Report The purpose of this letter is to provide a summary of the actions taken by and on behalf of the Commission during the 1997/98 work year. a. In October/November 1997, based on a request initiated by the Commission, the Internal Operations Committee recommended to the Board of Supervisors that staffing responsibility to be assumed by the Social Services Department until permanent funding can be found from private sources. This recommendation was approved and the staff person assumed her responsibilities during the month of March 1998. b. November 20, 1997, the Commission issued an endorsement of the "Young Men as Fathers Project", sponsored by the California Youth Authority, the Contra Costa County Office of Education, the Contra Costa County Probation Department, and operated by the Family Wellness Center of Concord, CA. This endorsement was sent to all human rights organizations serving Contra Costa County, urging support of the program. c. In anticipation of future fund raising projects, on ,January 14, 1998, a cost center was established by the Auditor/Controller's Office to accept and hold donations to the Commission. d. As recommended by the Commission and supported by the Internal Operations Committee, the number of seats on the Commission was increased from 9 to 15, with Ordinance No. 98-13, effective April 3, 1998. As of this date, six new Commissioners have been added to the roster. There are stili three vacant seats, e. Reference the Commission's 1997/98 Work Plan. Instead of developing a public relations campaign, the Commission developed a proposal to the Internal Operations Committee with financing recommendations to implement a campaign to promote diversity within the county. This proposal was forwarded to the Internal Operations Committee on May 5, 1998, in anticipation that the recommendations would be considered by the Finance Committee before budget decisions are made by the full Board of Supervisors in August/September 1998. 1 f. Reference the Commission's 1997/98 Werk Plan. The Commission's first bulletin was published and distributed the first week of May 1998. A copy of the bulletin was sent to the office of each Supervisor. g. Reference the Commission's 1997/98 Work Plan. Election of officers for the 1998/99 work year were held at the general meeting scheduled for May 16, 1998. It is currently planned to develop the 1998/99 work plan at a retreat to be held in late August or early September 1998. h. By unanimous vote at the general meeting of the Commission held May 16, 1998, the Commission empresses its non-support for Proposition 227 (Bilingual Education in Public Schools) and directed the development of a press release announcing this position.
