The contract term will be July 1, 1998 through December 31, 1999. FISCAL IMEACT None. All costs are covered by franchise fees. Ms. Fleming will provide supervision and direction to the Solid Waste Program in the task of administering Solid Waste Hauling Franchises, Solid Waste Facility and Land Use Permits, directing the development and implementation of Solid Waste Reduction Programs and coordinating with the California Integrated Waste Management Board and Contra Costa Cities in determining the level of solid waste disposal reductions. APPROVE a consulting services agreement with Stephen E. Harriman, A.I.A. & Associates, 47 Quail Court, Suite 309, Walnut Creek, for full architectural services for a 13-bed addition to Tamalpais Wing at Juvenile Hall,Martinez. The agreement will be effective June 1, 1998,with a payment limit of$118,800.00, which amount shall not be exceeded without prior, written authorization by the County Administrator or his designee. 2. AUTHORIZE the County Administrator or his designee to execute the agreement and to issue written authorizations for extra work, provided that the cumulative total extra cost for all such authorizations shall not exceed $25,000.00. FISCAL IMPACT: This project is being funded by a Board of Corrections grant of$1,000,000.00 which covers 90% of the eligible cost. The County's 10% match will be included in the FY 1998-1999 budget. REASQNS FOR D: a. The project involves remodeling of the Tamalpals Unit of the Juvenile Hall to provide an additional 13 beds. (This will involve the addition of 10 net new beds since three existing beds have to be demolished due to the construction.) This remodeling is made possible by a Federal Violent Offenders Incarceration/Truth- in-Sentencing Grant Award in the amount of$1,000,000.00 which was approved by the State Board of Corrections at its May 22, 1998 meeting. Construction of these additional beds will help relieve the serious overcrowding which currently exists at Juvenile Hall. Harriman, A.I.A. and Associates("Harriman")was selected based upon a recommendation by the County's Architectural Division because of the firm's unique knowledge of the juvenile hall building and its systems. Harriman has successfully provided architectural services for several other projects at Juvenile Hall. Using this consultant will permit the construction of these additional beds to be completed in a timely fashion and coordinated with the completion of the 26-bed addition at the Boys' Ranch'now underway. All these beds are essential to achieving the County's goal of relieving the serious overcrowding at Juvenile Hall. C. Negotiations have been completed and an appropriate agreement is ready to sign. The County must proceed with this agreement for architectural services because it does not have sufficient staff to provide services. FINANCIAL IMPACT: Total cost of $204,500 for this service is included in the FY 1998-99 recommended budget for the County Library. BACKGROUND: The automated system installed at the County Library has many capabilities beyond that of a catalog of library materials and a circulation system. The public access computer enables patrons to access the Internet and a wide variety of databases. These databases include general reference materials, health reference information, general business information and a national newspaper index. Much of the information that can be accessed is full text, expanding the amount of material available to patrons county wide and relieving the library from purchasing some hard copy materials. This amendment is submitted for approval in order to add an additional database for all libraries and to add the cost of business and magazine collection updates on microfilm to existing databases as required to keep these collections up to date.
