FISCAL: Up to $210, 000 of funding for these contracts is included in the Departments ' FY 98/99 budget as County General Fund expense. QKGRa=: The Assessment Counselors are responsible for interviewing General .Assistance clients who are identified as having behavioral indicators of possible drug or alcohol problems in 'order to . confirm whether or not such problems exist . The Mental Health Evaluators are responsible for mental health status evaluations for GA applicants whose scares on the Brief Symptom Inventory (BSI) indicate that a personal assessment is appropriate . General Assistance applicant/client (s) who are confirmed as having chemical dependency problems by an Assessment Counselor are referred to the GAADDS (General Assistance Alcohol and Drug Diversion Service) program for treatment . SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION REMMMENDED ACTION: APPROVE and AUTHORIZE the Social Service Director, or designee, to renew a contract with Bi- Bett Corporation for the provision of non-residential drug and alcohol services for General Assistance (GA) applicants. This contract will be for the period of July 1, 1998 through June 30, 1999 for the amount of$350,000. FI "A : All County expense, included in the 1998/99 budget. BACK-( C�UND: This contract is designed to provide specific non-residential drug and alcohol recovery services to GA recipients with substance abuse problems. Program services are provided in a substance-free environment and include drug and alcohol abuse education, drug testing and individual and group counseling. Clients are referred for alcohol and drug recovery services following substance abuse screening and confirmation. Drug and Alcohol recovery services are located in West, Central and East County. GA applicants and recipients who are identified with substance abuse problems are required to participate in drug or alcohol treatment services as a condition of eligibility to GA. Failure or refusal to comply with the treatment program may result in discontinuance of aid and sanction. The process consists of three parts; 1) identification of GA clients with potential substance abuse problems; 2) confirmation of the clients substance abuse problems by drug and alcohol professionals; 3) and required participation of clients confirmed with substance abuse problems in drug or alcohol recovery services. SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDAIMN: APPROVE and AUTHORIZE the Social Service Director, or designee, to Renew contract#21-374 with Youth Homes, Inc., for the provision of Dedicated Group Home services in Central County for the period of July 1, 1998 through June 30, 1999 in the amount of$60,000. EINAN.CIAL IMEACT: The County agrees to pay the Contractor $5,000 per month to insure; the availability of services necessary to meet the unique needs of children placed in a dedicated shelter group home. The funding for this contract is 100% County money. CHILDREN'S WFACT S, ATEMENT: The Dedicated Shelter (croup Home program supports three of Contra Costa County's community outcomes: "Children and Youth Healthy and Preparing for Productive Adulthood," "Families that are Safe, Stable and Nurturing," and Communities that are Safe and Provide a High Quality of Life for Children and Families." Through the provision of enhanced shelter services children and youth are afforded the opportunity of a quality temporary placement where they will be kept safe and cared for during the initial period when they enter the Child Welfare System. Expected outcomes include the diversion of children from out-of-home placement and the identification of more stable placements for those children who do not return home. BAU MJSMM The goal of the Dedicated Group Home component of the Emergency';Shelter System is to increase efficiency through the consolidation of services. A coordinated system of providers will be more responsive to the immediate needs of children in crisis. The contracted amount for the provider includes allocations to provide the enhanced services required of a dedicated shelter group home, such as: 24 hour intake, a no restriction admission policy, and additional services for children whose backgrounds may be unknown at the time of placement. SPECIFIC REOUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDED ACTION: APPROVE AND AUTHORIZE the Director of Social Service, or designee, to execute a contract amendment with E.D.S. Federal Corporation in the amount of$656,698 for the provision of separate services and maintenance of the computerized Welfare Case Data System, for the period July 1, 1998 through June 30, 1999. FISCAL: Contra Costa's share of cost for system maintenance is $406,698, and separate services is an additional $250,000 for a total cost of$656,698 for FY 199811999. The County General Fund support cost of these services is $91,505. The Department has budgeted these costs. BACKGROUND: Contra Costa is one of seventeen counties that contract jointly for Case Data System services. On August 13, 1991 the Board approved a basic contract with E.D.S. Federal Corporation for the period July 1, 1991 through June 30, 1993, and has amended this contract to cover the County's participation each year since. The separate services provided by the contractor are those required by one or more counties belonging to the consortium, but not supported or paid for by all of the counties in the system.', The amount includes separate services in this agreement to cover the operating costs of the Automated Fingerprint Image Reporting and Match System (AFIRM), programming for the R..L S.E. SPECIFIC REOUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDED ACTION: APPROVE and AUTHORIZE the Director of Social Service, or designee, to Amend Contract #21-358 with Ms Pam Swegles, in the amount of$39,100, for the period of December 31, 1997 through June 30, 1998, for continued PC net-work application design and development services. FISCAL. The contract costs are claimable as part of the SSD administrative cost, 80% state and federal funds ($31,280) and 20% county funds ($7,820). BACKGROUND; Since June 1996 the Social Service Department has not had an in-house personal computer application development capability. Efforts are underway to re-establish this capability through the addition of new positions. One of two authorized positions was filled mid November. Efforts to fill the second position have proven unsuccessful. There is a need to have a number of important applications completed as Soon as possible. These include conversion of an in-house personnel database to a newer product, a contracts management System, a comprehensive government benefits management system, and a number of Survey systems related to welfare reform. Further delay in development of these systems will compromise the department's efforts to improve its management of these important areas. The contractor and County Information Technology staff will be used to develop and maintain the Systems identified until such time as in-house staff and County data processing;staff can be hired to assume responsibility for this function. The contract with Contra Costa. Legal Services Foundation provides legal service and consultation for HICAP clients .
