IN THE MATTER OF CONGRATULATING RESOLUTION NO. 99/304
THE COUNTY'S COMMUNITY NOTIFICATION
ADVISORY BOARD
WHEREAS, THE COMMUNITY NOTIFICATION ADVISORY BOARD (CNAB) is the first
countywide alert and notification system in the United States which serves as a model for communities nationwide;and
WHEREAS, CNAB, is the largest single"all risk"system anywhere. This system is rapid acting,secure and radio-frequency based,all
components are provided a secondary source of emergency power in the event of loss of primary power;and
WHEREAS, CNAB, is the first community system to defuse and establish an agreed upon chemical incident classification to clarify
communication during emergencies;and
WHEREAS, CNAB'S introduction of SHELTLR SHUT-LISTENas the catch phrase for shelter-in-place. Shelter,Shut and Listen
was developed to be consistent with other emergency education phrases;and
WHEREAS, CNAB'S development of a"Model School Emergency Flan"which addresses all disaster preparedness procedures for
schools`this plan has been requested from schools throughout California);and
WHEREAS, CNAB was awarded the prestigious 1998 Chemical Product Stewardship Community Award for it's novel work
developing a countywide Community earning System and a model educational program about Shelter-in-place for the United States. This
honor is a tribute to the remarkable partnership that was formed among community representatives,emergency response agencies,elected
officials,industrial facilities,electronic media,city and county governments,and law enforcement agencies serving Contra Costa County;and
NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of Contra Costa County hereby recognizes and
congratulates the Community Notification Advisory Board for achieving the remarkable distinction as winner of the
PASSED by vote of the Board of Supervisors members present on this 16th day of June, 1998,
