SUBJECT: Authorize Execution of JTPA Vocational Training Agreement with
The American School of Mortgage Banking (196)
SPECIFIC REOUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
L RECOMMENDED ACTION:
Authorize the Executive Director,Contra Costa County Private Industry Council,to
(1) execute on behalf of the County a standard form Vocational Training Agreement
(196) with The American School of Mortgage Banking, 14771 Plaza Drive #J,
Tustin, CA 92680 for the term beginning June 15, 1998and ending June 30,
1998 to provide vocational training to individually referred Job Training
Partnership Act(JTPA)participants for fees as specified in said agreement; and,
(2) execute additional standard form Amendment Agreements with the above
referenced institution as may be need for periodic revisions such as adding or
deleting a training course, changing the tuition fees or to comply with changes in
State or Federal regulations.
II. FINANCIAL IMPACT:
None, one hundred percent federal funded.
III. CHILDREN IMPACT STATEMENT:
This contract is to provide vocational training to appropriate JTPA eligible participants.
This will support the third outcome—Families that are economically self sufficient.
IV. REASONS FOR RECOMMENDATION:
Allocation of Job Training Partnership Act (JTPA) funds for County's overall JTPA
Vocational Training Programs for program years 1997/98 was approved by the Board on
April 27,1997.

RECOMMENDATIONS:
1. Approve and authorize the Purchasing Services Officer to execute on behalf of the County District
Attorney, Family Support Division,Contract Amendment Agreement#C-46305 with Eastridge
InfoTech by$34,225 for a new total contract payment limit of$53,025 and to extend the term of the
agreement through October 30, 1998.
FINANCIAL IMPACT:
NONE. There is no net County cost associated with the approval of this request. The total cost is covered by
66%Federal Funding and 34% SEIF(Support Enforcement Incentive Funding).
REASONS FOR RECD MMENDATIONSIBACKGROUl'VD:
In April, 1998,the County Administrator approved and the Purchasing Services Officer executed Contract#C-
46305 with Eastridge InfoTech for the period April 27, 1998 through June 30, 1998,to provide a qualified
temporary Network Analyst to perform Network Analyst services for the District Attorney,Family Support
Division. I
Approval of this requested.Amendment to Contract#C-46305 will allow the Contractor to continue to provide
services through October 30, 1998.
Contra Costa's Department of information Technology supports and recommends this action as the appropriate
way to proceed to obtain,qualified,Network Analyst support.

CONSEQUENCES OF NEGATIVE ACTION:
Failure to approve this request would result in the District Attorney, Family Support Division,being unable
to effectively transition to WIN-95 and to upgrade specific applications to the WIN-95 version. We would
be unable accesss the Family Support applications effectively and efficiently which could cause a delay in
the collection and distribution of child support and providing service to families and children.

Support Imaging System.

RECOMMENDATIONS:
Approve and authorize the Purchasing Services Officer to issue a purchase order contract to Data Image
Systems Corp. in the amount of$31,200 for microfiche conversion services.
FINANCIAL IMPACT:
None. There is no net county cost associated with the approval of this request. The total cost is covered
by 66%Federal Funding and 34% SEIF (Support Enforcement Incentive Funding).
REASONS FOR.RECOMMENDATIONS/BACKGROUND:
The District Attorney's Family Support Division, as part of the overall imaging system,',is converting all
of the aid claim microfiche to DISC/Image. All of the microfiche records must be converted to
DISC/Image to be able to access crucial case information electronically and provide a more effective
and efficient tool for the support staff in the enforcement and collection of child support payments..
CONSEQUENCES OF NEGATIVE ACTION:
Failure to approve this request would cause the District Attorney's Family Support Division imaging
system to be incomplete. Crucial case information would be inaccessibl—lectronically and would
cause delays in accurate payment of child support claims.

Extending the current contract will allow BIT consultants
to continue assisting Auditor and Human Resources staff with
