I . RECQMMENDED ACTION:
Approve and authorize the Health Services Director, or his designee
(Donna Wigand) , to execute can behalf of the County, Contract
#24-939-79 with Leslie Forge, M.F.C.C. , for the period from April 1,
1998 through June 30, 1999, to provide Medi-Cal mental health
specialty services, to be paid in accordance with the rates set
forth in the attached fee schedule.
I I . FIXANCIAL IMPAC-T:
This Contract is funded by state and Federal FFP Medi,-Cal Funds.
III . REASONS FOR RECD-MI —SN-PATIONS/BACIfGROUNI3:
On January 14, 1997, the Board of supervisors adapted Resolution.
#97/17, authorizing the Health Services Director or his designee
(Donna Wigand, LCSW) to contract with the State Department of Mental
Health to assume responsibility for Medi-Cal specialty mental health
services as of July 1, 1997 . The implementation date has since been
changed to April 1, 1998 . Responsibility for outpatient specialty
mental health services involves contracts with individual, group and
organizational providers to deliver these services.
Approval of Contract #24-939-79 will allow the Contractor to provide
mental health specialty services through June 30, 1999.

with FamiliesFirst, Inc. for County Wide Family
Preservation Services.
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)3 BACKGROUND AND JUSTIFICATION
REC MMENDAIIOONS:
APPROVE and AUTHORIZE the Social Service Director, or
designee, to redistribute funds for Family Preservation
services by amending three contracts. The fallowing
amendments are recommended:
1. AMEND contract # 21-387 for Kinship Care services
to increase the payment limit by $75, 000;
2 . AMEND contract # 21-386 for Shared Family Care
services to reduce the payment limit by ;$60, 000;
and
3 . AMEND contract #21-388 for Intensive, In-Home,
Family Based services to reduce the payment limit
by $15, 000 .
FINANCIAL IMEACT
No additional County, State, or Federal funding will be
required as a result of this order. This order would -
redistribute approved program funding, which is
currently $1, 094, 984 with 70t State/Federal funding
($766, 489) and 30k County funning ($328,495) . The
County cost is allocated 40a Probation cost and 60°s
Social Service cost, as a reflection of case referrals
from respective departments.

SPECIFIC REOUEST(S)OR RECOMMENOATION(S)&BACKGROUND AND JUSTIFICATION
1. RECOMMENDED ACTION:
Authorize the Executive Director, Contra Costa County Private Industry Council, to
(1) execute on behalf of the County a standard form. Vocational Training Agreement
(197) with California State University Hayward, 25800 Carlos Bee Blvd.,
Hayward, CA 94542 for the term beginning June 15, 1998 and ending June 30,
1998 to provide vocational training to individually referred Job Training
Partnership Act(DTPA)participants for fees as specified in said agreement; and,
(2) execute additional standard form Amendment Agreements with the above
referenced institution as may be need for periodic revisions such as adding or
deleting a training course, changing the tuition fees or to comply with changes in
State or Federal regulations.
II. FINANCIAL IMPACT:
None, one hundred percent federal funded.
IIL CHILDREN IMPACT STATEMENT:
This contract is to provide vocational training to appropriate DTPA eligible participants.
This will support the third outcome—Families that are economically self sufficient.
IV. REASONS FOR RECOMMENDATION:
Allocation of Job Training Partnership Act (DTPA) funds for County's overall DTPA
Vocational Training Programs for program years 1997/9 approved by th Board on
April 27,1997.

I. RECOMMENDED ACTION:
Authorize the Executive Director, Contra Costa County Private
Industry Council, to:
(1) execute on .behalf of the County standard form Vocational
Training Agreements with Vocational Training Institutions named
on the attached "Vocational Training Institutions Listing", to
provide training, at the tuition rates set forth in said
agreements, to eligible enrollees under the Job Training
Partnership Act (JTPA) Individual Referral. Program, for the
period beginning July 1, 199E and ending June 30 1999; and
(2) execute additional standard form agreements and amendment
agreements with said Vocational Training Institutions as may be
needed for periodic revisions, such as adding or deleting a
training course, training fees and/or compliance revisions to
State or Federal regulations/guidelines.
II. FINANCIAL IMPACT:
None. 100 percent Federal funds.
III. CHILDREN IMPACT S'T'ATEMENT:
This contract is to provide vocational training to appropriate DTPA
eligible participants. This will support the third outcome --
Families that are economically self sufficient.
IV. REASONS FOR RECOMMENDATION/BACKGROUND:
By its Order dated April 28, 199E the Board approved the County's
Private Industry Council Job Training Plan for 1998-99 which includes
funds for this training activity. The Individual Referral 'Training
Program will provide vocational training to ap o imately 300 TPA-
eligible Contra Costa County residents during erio ul 1998
