This will support the third outcome— Families that are economically self sufficient. IV. REASONS FOR RECOMMENDATION/BACKGROUND: By letter of May 12, 1998 the California Department of Education notified the Contra Costa County Private Industry Council that a total of $89,649 in DTPA 8% monies was available for PY 1998-99 as well as an equal amount in State matching funds for use in this Service Delivery Area (SDA). Expected program outcomes are to improve access to health care services for children and young adults in the eligible population and as a result improve the health of these individuals. BACKGROUND/REASON(SI—FOR RECOMMMMATIONW : The County' s Contra Costa Health Plan has been chosen by the Managed Risk Medical Insurance Board to be one of five participating managed care plans in Contra Costa County for the Healthy Families Program. The Healthy Families Program provides low income children and young adults through the age of nineteen with low cost health insurance. For a minimal monthly premium, eligible children can enroll in the Contra Costa Health Plan and receive full health care coverage. Approval of Standard Agreement #29-775 will allow the Contra Costa Health Plan to provide health care coverage to Healthy Families Program beneficiaries through June 30, 2000 . RECOMMENDED ACTION Approve and authorize the Office of the Sheriff to execute, on behalf of the County an agreement for the provision of forensic services with the cities of Brentwood, Danville, El Cerrito, Pittsburg, Richmond and San Ramon,for the period of July 1, 1997 through June 30, 1999; and, Vallejo for the period of September 1, 1997 through August 31, 1999. 11. FINANCIAL IMPACT Approval of this authorization will result in additional revenue to the Office of the Sheriff. (No County General Funds will be used to support these agreements.) III. REASONS FOR RECOMMENDATION/BACKGROUND Currently the Forensic Services Division of the Office of the Sheriff generates revenue by levying fees for services provided after the services have been rendered. The proposed agreements provide for services to be paidprior to services rendered. These agreements allow the Forensic Services Division to guarantee a revenue source for the designated period. A prepaid and predictable revenue source will allow the Forensic Services Division to: (1) project annual revenue; (2) project personnel needs rased on case load; (3) plan for capital purchases; and, (4) eliminate monthly billings and deposits. IV. CONSEQUENCES OF NEGATWE ACTION Failure to execute the agreements perpetuates a time-consuming invoicing process and reduces the ability to mare accurate revenue projections. Recommended Action Authorize the District Attorney to submit an application and execute a grant award contract, including any extensions and amendments thereto, with the State of California, Department of Insurance, for funding of the prosecution of worker's compensation insurance fraud for the period July 1, 1998 through June 30, 1999, in the amount of $403,322. II. Financial Impact None. The grant application in the amount of$403,322 will fund the salary and benefits for two attorneys, an investigator, and one-half clerk assigned to the program. The worker's compensation insurance fraud award is allocated from a trust fund financed by an assessment payable by the insurer. Of the assessment amount, approximately one-half is earmarked for distribution to district attorneys for enhanced prosecution of worker's compensation insurance fraud. Supplantation is prohibited. Expenditures and revenue for these positions are included in the District Attorney's 1998/99 proposed budget. III. Reasons for Recommendations/ Background The Legislature has determined that one of the significant factors driving up the costs of worker's compensation insurance is fraud. While fraud is recognized as a growing problem across the country, California is an area of concerted criminal activity in insurance aud. The cost of insurance coverage has been a major factor in the high cost of doing business in .,§tate. CONSEQUENCES OF NEGATIVE ACTION Failure to approve this recommendation would result in the inability of the District Attorney to apply for $443,322 in state funds designated for use by Contra Costa County in the prosecution of worker's compensation insurance fraud. IT IS AGREED that any liability arising out of the performance of this Grant Award Agreement, including civil court actions or damages, shall be the responsibility of the grant recipient and the authorizing agency.
