HomeMy WebLinkAboutMINUTES - 06161998 - C32-C36 TOt BOARD OF SUPERVISORS �"• FROM: William Walker, M.D. , Health Services Director , By: Ginger Ma.rieiro, Contracts Administrator - Contra1` Costa GATE: dune 2, 1998 Approval of Standard Agreement #29-502 with the State of County SUBJECT: California, Department of Alcohol and Drug programs SPECIFIC REQUESTIS) OR-RECOMMENDATION(S) B: BACKGROUND AND JUSTIFICATION RICOMMNDED ACTION Approve and authorize the Health Services Director or his designee (Chuck Deutschman) to execute, on behalf of the County, Standard Agreement #29-502 (State #SCC07) and any technical adjustments, with the State Department of Alcohol and Drug Programs, for the period from July 1, 1998 through June 30, 2001, to receive State General Funds, Federal Block Grant allocations and Drug/Medi-Cal monies to fund approximately 72% of Community Substance Abuse Services. FINANCIAL IMPACT: Funding for this three-year agreement is based on the Governor's proposed budget for FY 199899 reduced by the grants that will be ending in each of the following two years. Medi-Cal funding is estimated at FY 1997-98 rates and units of service. This amount is included in the Department budget. BACKGROUND/RZASON(S) 1OR RECOMMENDATION(S) : This Standard Agreement #29-502 is a combined Negotiated Net Amount (NNA) and Drug/Medi-Cal contract. Like the NNA Agreement (effective July 1, 1994 through June 30, 1998) , this new Agreement requires counties to provide Drug/Medi-Cal services up to their full State General Fund allocation. If the required services exceed the allocation, counties may access a Drug-Medi-Cal reserve set aside for this purpose. If the County declines to provide Drug/Medi-Cal services the State will reduce the State General Fund allocation by up to $1,900,224 and the County will lose the Federal Drug/Medi-Cal reimbursement of $986,978, for a total loss of up to $2, 887,202, and will assign those funds to a contractor to provide the services. Approval of this Standard Agreement #29-502 will guarantee that the County will continue to receive the full allocation amount included in the Agreement and allow the Department to continue providing needed Substance Abuse Services. Three sealed copies of this Board Carder should be returned to the Contracts and Grants Unit for submission to the State. FINANCIAL IMPACT: Approval of this application by the State will result in $457, 449 for the Immunization Assistance Program during Fiscal Year 1998- 99 . No County funds are required. CHILDREN'S IMPACT STATEMENT The Immunization Assistance Program supports four of the Contra Costa' s community outcomes : "Children Ready for and Succeeding in School" , "Children and Youth Healthy and Preparing; for Productive Adulthood" , "Families that are Safe, Stable and 'Nurturing" and "Communities that are Safe and Provide a High Quality of Life for Children and Families" . The goal of the Immunization' Assistance' Program is to assure that all citizens within Contra Costa County receive age appropriate immunizations protecting them from vaccine preventable diseases. Complete and timely immunizations will> allow children to be ready for school, keep children and youth' healthy, and assure that families and communities are safe from vaccine preventable diseases. Expected program outcomes are: increased immunization rates and decreased vaccine preventable> disease. REASONS FOR RECOMMENDATIONS/B;ACKG OUND: For many years the County has maintained programs to make immunizations' available to all persons in meed of this service, in order to prevent the occurrence and transmission of childhood' diseases . The Immunization Assistance Program is operated by the Public Health' Division of the Health Services Department . Funding Application #29-208-58 requests State funding to continue' services during Fiscal Year 1998-99. FISCAL IMPACT: Approval of this Grant Agreement will result in $46, 007 from the Corporation- for Supportive Housing for the West County Health, Housing and Integrated Services Network. No County funds are required. BACKGROUNDLREASON(S) FOR RZC0bMNDAT10N(S) : The Corporation for Supportive Housing is funding the establishment of a Regional Health, Housing and Integrated Services Network to support the implementation and expansion of appropriate client- centered services linked to permanent housing for persons who are homeless, recently homeless, or at risk of homelessness, including persons who have special needs, such as mental illness, HIV/AIDS, and/or a history of substance abuse problems. FISCAL IMPACT: Approval of this Agreement by the State will result in an additional $51, 615, for the period from July 1, 1998 through June 30, 2001, for the Family Practice Residency Program. No County funds are required. BACKGROUND/REASON(S) FOR RECOMMENDATION W : On January 31, 1978, the Board of Supervisors approved Contract #29-611 with the State to implement the County' s Family Practice Residency Program for the period from February 16, 1977 through June 30, 1980 . Subsequent amendments to the contract were approved by the Board to extend the program and continue State funding. The purpose of Contract #29-611-16 is to add additional funds and to extend the program through June 30, 2001 . Four certified and sealed copies of this Board order should be returned to the Contracts and Grants Unit for submission to the Office of Statewide Health Planning and Development . II. FINANCIAL IMPACT: These contracts are funded through the California Department of Education. Funding will be reflected in the Community Services Department's proposed budget for FY 1998-99. No County funding is required. III. CHILDREN'S IMPACT STATEMENT: The Community Services Department Child Development Program supports two of Contra Costa County's community outcomes: "Children Ready for and Succeeding in School" and "Families that are Safe, Stable and Nurturing." These outcomes are achieved by offering comprehensive services, including high quality early childhood education, nutrition, and health to low-income children throughout Contra Costa County. IV. REASONS FOR RECOMMENDATIONS/BACKGROUND: On June 24, 1996, the Board approved State Agreement #FCTR-7017, #CPRE-7022, and #GCTR-7035 with the California Department of Education (State) to provide child care and preschool services. Contracts are renewed annually until either the County or the State decides to terminate funding. Contract #39-801-8 will provide $300,308 in reimbursable funds to the County, enabling it to continue to provide valuable child care services to program eligible children residing in the County from July 1, 1998 through June 30, 1999. These contracts will be reviewed and approved as to form by County Counsel prior to submission to the State.
