Reasons For Recommendations And Background: The excessive rains of February 2, 1998 and debris in an unmaintained creek, caused storm waters from Pinole Creek to flow over Alhambra Valley Road, washing out the embankment on the far side of the crossing. Alhambra Valley Road, in this area, accommodates more than 4,200vehicles per day. If the slide is allowed to progress and a road closure becomes necessary, east/west traffic between Central and West County along this corridor would no longer be possible. Immediate repair of this washout is necessary to assure the road's stability. Since Alhambra Valley Road is included in the federal highway system and with the federal designation of Contra Costa County as a disaster area, it qualifies for Federal Highway Administration funds to make the repairs. To receive 100% funding for this repair, the work must be completed within 180 days of the February 2, 1998 emergency declaration. After that time, only 88.5% financing is available and the County will have to 'pay the 11.5% matching funds. If we were to follow our normal construction contract advertisement and approval process, the slide repair could not begin until early September. Pursuant to provisions of Sections 22035 and 22050 of the 'Public Contract Code, when the appropriate findings of an emergency are made by the Board of Supervisors, the normal bidding procedures are waived and repairs can begin immediately. We are, therefore, recommending that the "Board continue the emergency action and direct the Public Works Director to proceed with the project and enter into any necessary contracts to ensure completion of the repair in the most expeditious manner. 1V. Reasons For Recommendations And Background: Fish Ranch road has been damaged by a landslide which affected the uphill, north bound lane and approximately three feet of the downhill, south bound lane. The slide scarp has dropped approximately one font below road surface, creating a dangerous condition which necessitated closing the road February 21, 1998. The Public Works Department was able to make temporary repairs to the slide damaged roadway which facilitated opening the south bound lane on March 9. Slide movement has slowed, but further movement and increased pavement damage is expected over the next few weeks as groundwater continues to accumulate at the slide site. A small slide along the edge of the north bound lane approximately half a mile from the larger site will also be repaired as part of this project. Fish Ranch Road carries 6,000 vehicles per day and this traffic has been severely hampered by the closure of the road from February 21 to March 9, and the subsequent closure of the north bound lane to date. Since Fish Ranch Road is included in the federal highway system and with the federal designation of Contra Costa County as a disaster area, it qualifies for Federal Highway Administration funds to make the repairs. To receive 100% funding for this repair, the work must be completed within 180 days of the February 2, 1998 emergency declaration. After that time, only 88.5%financing is available and the County will have to pay the 11..5% matching funds.' If we were to follow our normal construction contract advertisement and approval process, the slide repair could not begin until early September. On March 24, 1998, pursuant to provisions of Sections 22035 and 22050 of the Public Contract Code, the Board of Supervisors declared an emergency for the slide repair, allowing the normal bidding procedures to be waived and repairs to begin immediately. We recommend that the Board continue the emergency action to ensure completion of the repair in the most expeditious manner. IV. Consequences of Negative Action: Non-concurrence of the above recommendation will significantly delay repair of the roadway, prolonging impacts to traffic flow, and resulting in a loss of 400% funding for the repair from the federal government. FINANCIAL IMPACT: The estimated project cost is $593,000, funded by Federal Funds (Fed 33D/BMS) (89%), State Seismic Funds (11%). Ill. REASQNS FOR RECOMMENDATIONIBACKGRQUND: The project includes the Seismic Retrofit of Four Bridges in Contra Costa County, specifically the Hawthorne Drive and Pacific Avenue bridges in the Rodeo area, the Del Monte Avenue bridge in the Pinole area and the Freeman Road Bridge in the Walnut Creek area. It is needed-to upgrade the bridges to current seismic standards to increase the probability that the bridges will be able to withstand a major seismic event. The project has been determined to be in compliance with the General Plan and is exempt from CEQA because it is a minor alteration to existing facilities. IV- CONSEQUENCES OF NEGATIVE ACTION: Delay in approving the project will result in a delay of design and construction and may jeopardize funding. The recommendation is based on the following: The project consists of the minor alteration of existing facilities involving no expansion of use, Retrofitting is the utilization of safety devices in conjunction with existing structures, facilities, or mechanical equipment. The State of California evaluated all bridges in the state following the 1989 Loma Prieta earthquake. The four bridges noted above were selected for seismic retrofit to bring them up to current seismic codes. Retrofitting consists of such things as installing new abutment restraint systems, installing hinge restrainers and seat extensions, and reinforcing joints, none of which will result in an increase in bridge capacity. Hawthorne Drive Bridge crosses over Rodeo Creek and Freeman Bridge crosses over Las Trampas Creek. where work will occur within the roadway and no work will occur within the creek . The remaining two bridges are not located over water but are actually railroad over crossings. What changes to the project would mitigate the identified impacts . Location:_ Hawthorne Drive and Pacific Avenue bridges are located in the west county area of Rodeo while Del Monte Drive Bridge is located in Pinole. Freeman Road',Bridge is located in the central county area of Walnut Creek (Figures 1 & 2). 2, Project Description: The project consists of various seismic retrofitting'methods depending on specific bridge requirements. Freeman Road and Hawthorne Drive bridges require installation of a new abutment restraint system where all work will be confined to the roadway section between curb and gutter. Hawthorne Drive Bridge will require removal of a small amount of sidewalk on bath sides of the bridge that will be replaced upon project completion. The Del Monte Seismic Retrofit Four Bridges Initial Study February 5, 1998 Bridge requires removal of some of the bridge deck concrete at the expansion joints, reinforcing the joints and replacing the concrete to form a continuous bridge deck. In addition, Ciel Monte Bridge requires improvements to existing abutments, located at the top of the slope, and bent infill walls, located under the bridge. Pacific Avenue Bridge requires a new abutment restraint system as well as replacing the existing simple span deck stabs with a continuous deck slab. New anchor bolts will also be installed and the bridge will be repainted. 3. Does it appear that any feature of the project will generate significant public concern?
