BACKGROUND: Martinez Regional Land Trust has applied for a grant of$1260,000 from the California Transportation Commission to Purchase the Sky Ranch property which is a critical link to other publicly-owned lands within the 60,000 acre Briones Hills Agricultural Preserve. Box 942873 Sacramento, CA 94273-0001 Dear Mr. Remen: On behalf of the Contra Costa County Board of Supervisors, I wish to express our support for the Martinez Regional Land Trust's application for funding from the FY 1998-99 Environmental Entrancement and Mitigation (EEM) Program. it was recently brought to our attention that the Resources Agency has completed their evaluation of all projects. Their recommendation put the Martinez Regional Land Trust's project just outside the $4 million funding allocation available to the northern counties. The project is listed as the Franklin Ridge Acquisition: Mercurey Marketing's Sky Ranch for the amount of$250,000. Currently, over$500,000 in funds have been obtained for acquisition of Sky Ranch. The EEM Program funding request is the final component which will enable the Martinez Regional Land Trust to complete the purchase of this 242 acre parcel. Sky Ranch is a critical resource property in the Franklin Ridge, a County-designated scenic ridgeline that stretches from Martinez to Hercules virtually undeveloped. It is located within the viewshed of State Route 4, a County-designated scenic highway and will serve to enhance the traveling experience along this route. It is bisected by the Bay Area Ridge Trail, a federally sponsored greenways project, and the County's Feeder Trail#1 which connects to the California Riding and Hiking Trail. The County General Plan identifies a future riding and hiking trail via Christie Road which will connect these trail facilities with Hercules in the vicinity of the State Route 4 gap closure project, approximately five kilometers away. The State Route 4 gap closure project in combination with the Franklin Ridge acquisition, will not only address a critical highway safety need, but will also enhance the scenic and recreational value of the corridor. We are hopeful that the Franklin Ridge Acquisition Project will be included in your recommendations for the EEM Program. On May 5, 1998, the Contra Costa County Board of Supervisors authorized me to write to you expressing their support for the application of the Martinez Regional Land Trust's Environmental Enhancement and Mitigation Program proposal to fund the acquisition of Sky Ranch Scenic Resource Property pending final selection by the California Transportation Commission. Sky Ranch is 242 acres of critical resource property whose preservation would ensure a wildlife and trail corridor linking other publicly-owned lands within the 80,000 acre Briones Hills Agricultural Preserve. We understand that The California Transportation Commission has consistently funded worthwhile projects such as the Sky Ranch proposal. We are confident that the California Transportation Commission will look favorably on the application from the Martinez Regional Land Trust's request for $250,000 to acquire the Sky Ranch Property in the Franklin Ridge area of Martinez. The Martinez Regional Land Trust has devoted nearly ten years to preserving this "urban" wilderness. We hope this dedication and commitment will be carefully considered in the Commission's deliberations.
