UILKEMA % + Contra Costa DATE: April 29,1998 County SUBJECT: ADOPT A POSITION OF SUPPORT FOR SB1373 SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND ANIS JUSTIFICATION RECOMMENDATION: Adopt a position of support for SB1373 California Arts Council. This bill was introduced by Senator Schiff January 6, 1998 to increase the State's funding to the California Arts Council(CAC). The CAC Is the umbrella distribution mechanism for state monies to be distributed to local arts agencies and programs. The goal of SB1373 is to Increase funding to the CAC at the rate of$1.00 per capita of state population. Direct the County Administrator to write a letter,to be signed by the Chair of the Board of Supervisors,stating Contra Costa County's support for the passage of S131373. BACKGROUND: See attached. LEGISLATIVE COUNSEL'S DIGEST SB 1373, as introduced, Schiff. California Arts Council. Existing law establishes in state government an arts council and imposes various duties on the council to foster arts development and to award grants and prizes to individuals and organizations in the arts. This bill would state the findings and declarations of the Legislature concerning the role of the arts in the economic and cultural life of California.and would state the intent of the Legislature to invest at least $1 per capita in the arts and to increase the 1998-99 budget of the California Arts Council and each annual budget thereafter. Vote: majority. Appropriation: no. Fiscal committee: no. State-mandated local program: no. SECTION 1. Section 8760 is added to the Government Code, to read: 8760. (a)The Legislature finds and declares that it is in the public interest to advance the arts and artistic excellence in California as part of an overall economic plan for the 21st century, and that the arts are as deserving of the same governmental support as any other activity which creates jobs and contributes to our overall economic base. (b) The Legislature has determined that California's economy is no longer entirely dependent on labor or capital, but relies increasingly on knowledge and specialized skills; that the entertainment industry, the high technology industry, and tourism have moved to the forefront of the California economy; and it hereby recognizes that California must reorder its priorities in order to maintain a competitive position in the new global economy. (c) The Legislature recognizes surveys, studies, and other growing evidence pointing to these facts: the arts are an investment in California; the arts are critically important to education and learning; an arts education develops precisely these creative thinking and problemsolving skills needed by California's' key industries to remain globally competitive into the next century;the arts play a major rale in bridging the differences and promoting understanding between cultures and communities; arts programs enhance community development, promote cultural planning and regional cooperation, and improve the quality of life in California's communities; the nonprofit arts generate over $2 billion in annual economic activity; and the arts are a significant draw for tourists. (d) The Legislature finds that the California Arts Council is dedicated to enriching the cultural lives of all Californians; provides leadership in the areas of arts and technology, arts in education, multicultural arts development, and cultural tourism and partnerships with other public agencies. SEC. 2. Section 8761 is added to the Government Code, to read: 8761. (a) Recognizing the critical role of the arts in contemporary society, and as part of the overall economic plan for the 21 st century, the Legislature intends to make the arts and arts funding a priority in California, by investing not less than one dollar($1) per capita in the arts. The per capita figure shall be based on the most current demographic figures available from the Department of Finance. (b) It is the intent;of the Legislature to increase the 1998-99 budget of the California Arts Council, and each annual budget thereafter, to reflect this additional fiscal investment in the arts.
