Recommended Action: SUPPORT the Hazard Mitigation Grant Applications to the Governor's Office of Emergency Services (OES) and Federal Emergency Management Agency(FEMA) for funding of various improvement projects submitted by Cities and Contra Costa County Flood Control and Water Conservation District. AUTHORIZE the Chair of the Board to send a letter of support to Governor's Office of Emergency Services (OES)and Federal Emergency Management Agency(FEMA). II. Financial Impact: There will be no financial impact to the general fund. The local match for all Flood Control District projects will be funded by flood control zone revenues, drainage area fees and property owner assessment. City projects will be funded by grants and City funds. Approximatly seventy (70) buildings in the downtown area are subject to flooding to some degree every two (2) years, The roadways are frequently closed posing risks to public health and safety. Street, sidewalk and creek cleanup costs average $100,000 per year, How will the mitigation project solve the hazard problem? YES If yes, explain in detail the total planned operation: The City of Martinez Is de-veloping an Implementation plan to mitigate the flooding of Alhambra Creek. Earlier this year, the City Council appointed a Flood Control Task Force to develop practical and cost effective solutions to continued flooding of Alhambra Creek In the downtown area. The task force hos approved the solutions to four areas In the City along Alhambra Creek: 1) widening the marsh area, from the Carquinez Strait to the Union Pacific Railroad Bridge; 2) expansion of the Union Pacific Railroad Bridge and the portion of Alhambra geek from the railroad bridge to Marine Vista; 3) widening and straightening the creek channel from Marina Vista to Green Street; and 4) cleaning and performing a conditional survey upstream of Green Street. This grant application involves the third area from Marina Vista to Green Suet. The City Is working with Caltrans, East Say Regional Park District, Union Pacific Railroad and other agencies/utilities to develop more detailed purrs and secured funding for the first two areas. The City expects the development of a detailed plan and funding confirmation for areas 1 and 2 within the next year. The fourth area upstream of Green Street Is funded by the City's Storm Water Management flee to comply with NPDES requirements along with voluntary efforts. Funding is needed to complete the improvements in this third area through Downtown Martinez to remove the severe curve In the creek beneath the Old City Hall Building and complete the overall plan. Brief summary of the Problem: The Moraga Town offices are located at 2100 Donald Drive at the Hacienda de las Flores grounds. The grounds consist of four separate buildings used for Town offices and recreation purposes. One such building is knovm as the Pavilion, The Rancho Laguna creek Is the major collector creek through the Town of Moraga. The pipe running under an access road at the Hacienda(near the Pavillon)was Installed in the 1940's and is the weals lurk in the entire creek system. upstream development since the 1940`s has vastly increased the amount of water leading into this area. The culvert leading into the pipe is 10'x 12" and the downstream culvert is 12'x 12'. Additionally a tributary to the Rancho Laguna geek, known as the Donald Drive tributary, feeds into the creek at this location. (During past storms (1993, 1995 and 1997 most recently)flood waters inundated the Pavilion Building to approximately 2 foot depth after the drainage system for surrounding foothills could not handle the volume of water. Runoff from the everteroded debris and transported sediments onto many road systems. This also contributed to landslides in several areas, which created additional debris clearing requirements. The existing culvert for Rancho Laguna geek at the Hacienda grounds is only 78n, which is insufficient to handle the amount of water running through this area during a storm. When water exceeds the maximum capacity of the culvert during peak periods of rain, water flaws over the access road and directly into the Pavilion building causing significant water damage, and requiring major"debris clearing. 13. Brief.summary of the Proposed Solution: The proposed project will mitigate the problem described above by replacing the existing pure and adding a second pipe at this location, both of 72"diameter. This Wil include 560 linear feet of 72" RCP, with appropriate headwalls; spillways and rip rap as well as the relocation of all utility facilities(gars, sewer, electrical). {Jur engineer's estimate includes surveys and hydrology studies as well as geotechnioal review. By Increasing the capacity of the culvert, water flaw will not be restricted and Wit remain under the road, rather than flowing over the road and into the building, creating damage to the facility, lass of use of the facility and a tremendous amount of debris removal. Eliminating the weals link in the creek system will - allow the Town stuff to utilize resources much more efficiently during future storms. From that point on to the Sacramento/Sart 7oaquin River, Kirker Creek is a series of open channel and cl6sed conduit facilities. After passing under the Union pacific Railroad (formerly the Southern Pacific Railroad) tracks, the creek makes a 90 degree bend to the southeast, parallels the railroad for about a mile, then turns to the northeast again to flour to the Sacramento/San Joaquin Rivers.Kirker Creek is about 7 miles in length. There are two main tributaries to Kirker Creek. The Highlands School subarea joins Kirker Creek just upstream of State Route 4 and comprises about 10 percent of the total watershed, The Los Medanos College subarea joins Kirkcr Creek just upstream of Loveridge Road and comprises approximately 20 percent of the total watershed. 6 Many of the culverts in the Kirker creek watershed between Highway 4 and the Contra Costa Canal are undersized,which causes floodwater to pond and overflow the banks of Kirker Creek, thus causing damtage tO roadways and privateproperty adjacent to the Kirker Creek channel,-- - Undersized culverts at State Route 4 cause flooding, and the traff=ic barrier in State Route 4 (freeway) acts as a darn, preventing flood water from flowing north over the surface of the freeway and re-entering the Kirker Creek channel. Food waters then back up nth ofthe freeway and overflow easterly along the freeway until they fill the freeway underpass at Loveridge. ;~toad. The water then overflows the northeast side of the underpass and joins a small channel flowing north to join.Kirker Creek just north of Pittsburg-Antioch Highway. At the Pittsburg-Antioch Highway,Kirker Greek flows easterly along the north!.side of the Highway in a man-made open channel, then turns northeast and empties into the!confluenee of the Sacramento and San Joaquin Rivers. This man-made open channel is inadequate to accommodate flows in excess of the $-to 10-year recurring storm event, and flooding does occur along the Pittsburg-Antioch Highway. A flood insurance study for the City ofPittsburg was completed in 1950 by the Federal Emergency Management Agency. (F MA)and then revised in 1984(rraps)and 1987 (study report), The study report included a hydrologic and hydraulic analysis of the Kirker Creek watershed'. The hydrologic analysis considered existing development in the watershed. The resulting discharges were reduced due to the bypass;ng that is caused by the,overflow of Kirker Creek at the Pittsburg Antioch Highway and other locations. These flood flows do not reloin Kirker Creek until it approaches the BNSF(formerly AT&SF)Railroad. Ptak discharges for Kirker Creek in the FEMA study were computed using the U.S. Army Corps of Engineers HEC-2 computer prograrn. The extent of flooding was determined for 100-and 500 year storm events. Where are no stream gaging stations on Kirker Creek or any of the other channels within the watershed. A phased Stormwater Management Flan is currently being prepared by the City's consultant, Camp Dresser&McKee(CDM).Pour of eight phases of the plan have been completed to date. The Plan utilizes the Stormwater Management Model(StitNlMj, a computerized hydrologic/hydratrlic model developed by the Environmental Protection Agency. The section is completely overgrown with vegetation,trees,and filled with silt. The steep topography j svrro=ding the section severely inhibits the access for cleaning. This results in repeater flooding in the 1 upper end of the creek and up=eam developments. In.January 1997,a rain storm resulted in a backup of water at the upper end and caused damages to a sanitary sewer lift station. The lift station lost cicctric power and remained unoperational for hours. A mixture of storm water and sewage started flowing into the storm water collection system creating hazardous conditions. The damage was 579,000.
