The Contra Costa Board of Supervisors RESOLVES that:
On the basis of a traffic and engineering survey and recommendations thereon by the
County Public Works Department's Traffic Engineering Division, and pursuant to County
Ordinance Code Sections 46-2.002-46-2.012,the following traffic regulation is established
(and other action taken as indicated):
Pursuant to Section 22507 of the California Vehicle Code parking is hereby
declared to be prohibited at all times, except for the loading or unloading of
bus ',passengers, on the east side of PACHECO BOULEVARD (# 3951C)
Martinez, beginning at a point 1800 feet south of the centerline of Arthur
Road and extending southerly a distance of 35 feet.

I. RecoMmendeld Action:
AWARD the contract for furnishing labor and materials for the subject project to W.T. Cook
Construction, Inc., the low bidder, in the amount of $77,934.16 and at theunit prices submitted; and
REQUIRE the contractor to present surety bonds for Payment and Faithful Performance in the amounts
of$38,967.48 and $77,934.16, respectively.
DIRECT the Public Works Director to prepare the contract for the project.
AUTHORIZE the Public Works Director to sign the contract on behalf of the Board subject to the
Director having reviewed and found sufficient all required documents, including con act signed by

I. Recommended Actions: (continued)
DIRECT that, in accordance with the project specifications and/or upon the execution of the contract by
the Public Works Director, any bid bonds posted by the bidders be exonerated and any checks or cash
submitted for bid security be returned.
Pursuant to Public Contract Code Section 4114, the Board DELEGATESits functions under Public
Contract Code Sections 4107 and 4110 to the Public Works Director or his designee.
Pursuant to Section 6705 of the Labor Code, the Board also DELEGATES to the Public Works Director
or to any registered civil or structural engineer designated by him the authority to accept detailed plans
showing the design of shoring, bracing, sloping or other provisions to be made for worker protection
during trench excavating covered by that section.
DECLARE that, should the award of the contract to W.T. Cook Construction,,Inc. be invalidated for any
reason, the Board would not in any event have awarded the contract to the second listed bidder or any
other bidder, but instead would have exercised its discretion to reject all of the bids received. Nothing
herein shall prevent the Board from reawarding the contract to another bidder in cases where the
successful bidder establishes a mistake, refuses to sign the contract or fails to furnish required bonds or
insurance (see Public Contract Code Sections 5100-5107).
II. Financial Impact:
The project, including engineering and appropriate overhead charges, is funded by TDA (36%), CDBG
(30%), and Road Funds (34%).
IIL Reasons for.Recommendations and Background:
The plans and specifications were approved and the project advertised for bids by the Board of
Supervisors on March 24, 1998. The bids were received and opened at 255'Glacier Drive, Martinez,
California, on Tuesday, April 28, 1998. The construction bids received were as follows:

SUBJECT: Approval of the Second extension of subdivision agreement for Subdivision 7633,
Alamo area.
The Public Works Director having recommended that he be authorized to execute the 2nd
agreement extension which extends the subdivision agreement between Greenbriar Stonebridge
Partners and the County for construction of certain improvements in Subdivision 7633,Alamo area,
through July 31, 1998;.
APPROXIMATE PERCENTAGE OF WORK COMPLETE: 85 - 90%
• ANTICIPATED DATE OF COMPLETION: August 1998
REASON FOR EXTENSION: Landslide repairs have required more work than originally
anticipated. A wet winter has postponed final repairs.
IT IS BY THE BOARD ORDERED that the recommendation of the Public Works Director
is APPROVED.

SUBJECT: Correcting the Total Mileage of Maintained County Roads.
Section 2121 of the Streets and Highways Code provided that in May of each year,each county
shall submit to the State Department of Transportation any additions or exclusions from its mileage
of maintained county roads, specifying the terminuses and mileage of each route added or excluded;
and
The State Department of Transportation certified to the State Controller on October 31, 1997
that the total mileage of maintained county roads in Contra Costa County was 741.03.
The County now finds that the total mileage of maintained county roads as of April 20, 1998,
is 738.43 miles.
The mileage distribution by Supervisorial District is:

I. Recammended Action:
AUTHORIZE the Blackhawk CHAD District Manager to approve the Dover Construction and Blackhawk
Corporation settlement costs that exceeded the $20,000 General Manager authorization limit for various winter
1998 damages.
II. Fina w rmna :
There will be no impact on the County General Fund.
III. Reasons.for Rmommenndations and Backgromnd•
Several repairs occurred this last winter in various locations throughout the Blackhawk area. These events occurred
suddenly and required immediate stabilization repairs. Dover Construction incurred costs of$30,709.98 and the
settlement with Blackhawk Corporation for various repair work was $22,500. The approval limit for the General
Manager is $20,000 this action authorizes reimbursement for both of these costs because they exceed the $20,000
limit.
