RECt73 �XD ACTION: Approve and authorize the Health Services Director, or his designee (Donna Wigand') to execute on behalf of the County, Contract #24-914-1 with Linnie Elizabeth Hanis in the amount of $41,400, for the period from May 1, 1998 through April 30, 1999 to provide consultation: and technical assistance to the Department with regard to the Dual Diagnosis Project. Il. FINANCIAL IMPACT: This Contract is funded by 100% Federal (SAMHSA) funds. III- REAAM FOR, RACOMATIONB/BACKGROUND: The Dual-Diagnosis Project is part of a State-sponsored demonstration project in which mental health and substance abuse services are integrated. In November 1997, the County Administrator approved., and the Purchasing Services Manager executed Contract #24-914 with Linnie Elizabeth Hanis, for the period from November 1, 1997 through April 30, 1998 for consultation and technical assistance to the Department with regard to the Dual Diagnosis Project. Approval of Contract #24-914-1 will allow the Contractor to continue providing services through April 30, 1999. Approval of Contract #26-309-1, will allow Contractor to continue providing services through April 30, 1999. FISCAL: Contract costs are claimable as part of the DSS CalWORKS allocation. CHILDREN'S IMPACT STATEMENT: The work to be completed under this contract will assure that CalWORKS participants involved in Child Care Provider training will be eligible to perform these services as employees and thereby add to the Child Care community resources. In this respect, this contract is directly applicable to the following community outcomes because the basic protection of children is essential to ensuring: 1)Families that are Economically Self Sufficient; 2)Families that are Safe, Stable and Nurturing; and 3) Communities that are Safe and provide a High Quality of Life for Children and Families. BACKGROUND: The Social Service Department sponsors Child Care Provider training for CalWORKS Welfare to Work participants. Fingerprints must be done for each class and mailed to the Department'of Justice twice each term: once at the beginning of the semester and when the participants complete the course. FISCAL: This addition of contract funding will be 100% County General Funds. BACKGROUND: The addition of funding for this contract is made necessary by the increased demand for food by Contra Costa residents at all the food outlets in the County. CHILDREN'S EN4PACT STATEMENT: The services under this contract will better insure availability of food for families who have little or no ability to secure food during part of the month, or who must choose between food and other essentials such as heat, transportation, health services, housing, etc. In this respect, this contract is directly applicable to all 5 community outcomes because the availability of food for children is essential to ensuring: 1) Children Ready for and Succeeding in School; 2) Children and Youth Healthy and Preparing for Productive Adulthood; 3) Families that are Economically Self Sufficient; 4) Families that are Safe, Stable and Nurturing; and 5) Communities that are Safe and provide a High Quality of Life for Children and Families. Increase the payment limit from $19, 940 . 00 to $36, 660. 00, for services not to exceed $36, 660. 00. B. Extend the term of the contract from December 31, 1997 to June 30, 1999. FISCAL IMPACT There is no fiscal impact to the County. The cost of Mitigation ' Monitoring Services is paid for by the developer. BACKGROUNDIREASONS FOR RECQMMENDATIONS The Community Development Department contracted with Debra. Sanderson in December of 1996 to provide Mitigation Monitoring Services for Country Club at Gale Ranch. This approval would authorize the contract amendment to be adequately funded and allow services to continue through June 30, 1999.
