TO: BOARD OF SUPERVISORSaCounty Contra FROM: FISH AND WILDLIFE COMMITTEE Costa DATE: MAY 19, 1998 SUBJECT: APPROPRIATION OF FUNDS FROM THE FISH AND WILDLIFE PROPAGATION FUND TO SUPPORT PROJECTS BENEFITTING THE FISH AND WILDLIFE RESOURCES OF THE COUNTY SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION REQQMMENDATIONS ACCEPT recommendations of the Fish and Wildlife Committee regarding the awarding of grants from the Fish and Wildlife Propagation Fund; DIRECT the Auditor/Controller to release a total of $13,072 from the Fish and Wildlife Propagation Fund to the following organizations to support projects benefitting the fish and wildlife resources of the County: Carquinez Regional Environmental Education Center($8575), Martinez Regional Land Trust($1310), The Lindsay Wildlife Museum($1187), Department of Fish and Game, Fishing in the City Program($3000), California Department of Fish and Game/CaITIP Program($500), North Bay Sturgeon Anglers($3500). FINANCIAL IMPACT No impact to-the general fund. A portion of the fines collected from violations of fish and game regulations in the County is deposited in the Fish and Wildlife Propagation Fund, which has a current balance in excess of $40,000. State law defines how money in this fund may be spent, but the Board of Supervisors is responsible for authorizing specific expenditures. The six projects recommended to receive funding are consistent with the expenditure criteria established by State Law. REASON FOR ,.RECOMMENDATION/BACKGROUND Following its re-establishment in February of 1996, the Fish and Wildlife Committee elected to establish a structured process for reviewing funding requests. Fiscal year 97/98 will be the second time this annual grant solicitation and review process has been performed. The Committee developed an application packet for funding requests which included a cover letter to explain the grant process, a funding application to solicit relevant information about the project, and a copy of the expenditure criteria for the Fish and Wildlife Propagation Fund (established by state law). The Contra Costa Times printed a small article on the availability of funding for fish and wildlife projects in October of 1997. During the same month (and into November and December) application packets were sent to the Fish and Wildlife Committeepublic mailing list and to anyone who expressed interest in funding. A total of ten funding applications were received during the application period. The Fish and Wildlife Committee reviewed and discussed the funding applications at its January, February, and March 1998 meetings. On March 18, 1998, the Fish and Wildlife Committee approved the following recommendations to the Board of Supervisors regarding applications for funding from the ;Fish and Wildlife Propagation Fund (each was voted on independently, and each was passed unanimously): 1) Require three general commitments from all projects receiving funding from the Fish and Wildlife Propagation Fund: a) return funds if the project is not performed; b) provide documentation and/or accounting for how funds were spent; and c) provide an annual or summary report on the progress or results of the study. 2) Appropriate $3575 to the Carquinez Regional Environmental Education Center (CREEC) to support the Habitat Rescue and Repair Through School-Community Partnership, excepting some staffing costs (check payable to: Carquinez Regional Environmental Education Center (CREEC), P.O. Box 65, Crockett, CA 94525, attn. Daryl Simms, President). 3) Appropriate $1310 to the Martinez Regional Land Trust to support the Briones Wildlife Education and Restoration Program by providing materials and a biologist, (check payable to: Martinez Regional Land Trust, P.O. Box 2452, Martinez, CA 94559, attn: Tina Batt, Teacher Training Workshop). 4) Appropriate $1187 to the Lindsay Wildlife Museum to support the Galindo Creek Partnership(check payable to: Lindsay Wildlife Museum, 1931 First Ave., Walnut Creek, CA 94596, attn: Jeffrey Hicks, Galindo Creek Partnership). 5) Appropriate $3000 to the Department of Fish and Game to support development and distribution of the "Where to Fish in Contra Costa County" brochure under the Fishing in the City Program and encourage Fish and Game to distribute this brochure primarily within Contra Costa County (check payable to: Department of Fish and Game, P.O. Box 47, Yountville, CA 94599, attn: Ethan Rotman, Fish and Wildlife Interpreter). 6) Appropriate $500 to the CaITIP (Californians Turn In Poachers) Citizen's Review Board, Inc. and encourage CaITIP to use this money in the County (make check payable to: CaITIP Citizen's Review Board, Inc., P.O. Box 6257, Auburn, CA 95604, attn: Warden Liz Schwall, Department of Fish and Game). 7) Appropriate $3500 to the North Bay Sturgeon Anglers to support the Study of Sturgeon Catch Rates (check payable to: North Bay Sturgeon Anglers, 565 Lori' Drive #4, Benicia, CA 94510, attn: Ron L. Grant). The Fish and Wildlife Committee did not recommend funding for the following four applications: Net Pen Salmon Recovery Project by the Fishery Foundation of California; Environmental Treasure: A Photographic Sampling of the Plants and Animals at Naval Weapons Station, Concord; Mt. View Sanitary District Interpretive Center; and Creek Education and Restoration Project by the Earth Island Institute/Estuary Action Challenges. The Contra Costa County Fish and Wildlife Propagation Fund is entirely supported by fine revenues which result from violations of the Fish and Game Code and Title 14 of the California Code of Regulations in Contra Costa County. Expenditures made from the Fund must benefit the fish and wildlife resources of the County. Projects awarded funds from the Fish and Wildlife Propagation Fund must meet the requirements of Section 13103 of the Fish and Game Code (attached),which describes the types of projects that may be eligible. Though all projects which meet the requirements of Section 13103 will be considered, the Fish and Wildlife Committee strongly encourages applications relating to (in order of preference): 1) improvement of fish and wildlife habitat, 2) public education about fish and wildlife conservation, 3) scientific fish and wildlife research, 4) predator control actions, and 5)other activities to protect and conserve fish and wildlife. The Fish and Wildlife Committee anticipates recommending a total expenditure of up to $20,000 from the Fund during 1998. The Committee expects to recommend awards to several applicants, however it is possible that a particularly excellent proposal will be recommended to receive a large portion of the total available funds.
