IMPACT: The estimated contract cost of the project is $176,750, funded by Transportation Fund for Clean Air (TFCA) (75%) Navy Mitigation (25%). III. REASONS FOR RECOMMENDATIQN1BACKGROUND: The project is needed to widen the pavement on both sides of Port Chicago Highway and provide bike lanes from SR4 to Sussex Street. The Public Works Director has filed with the Board of Supervisors the Plans and Specifications for the project. The general prevailing rates of wages, which shall be the minimum rates paid on this project, have been filed with the Clerk of the Board and copies will be made available to any interested party upon request. The Board reviewed and approved the project on October 28, 1996 and determined the project to be exempt from the California Environmental Quality Act as a Class 4h Categorical Exemption. A Notice of Exemption was filed with the County Clerk on February 10, 1998. The Board reviewed and considered the information contained in it, and found that the project will not have a significant effect on the environment. IV. CONSEQUENCES OF NEGATIVE ACTION: If the project is not approved for advertising, it will not be constructed . TO: BOARD OF SUPERVISORS FROM: J. AUTHORIZE the closure of Hilltop Drive from La Paloma Road to Manor Road to through traffic between the hours of 7,30 a.m. and 3:30 p.m. for approximately 8 weeks with the exception of emergency vehicles, local residential traffic, and AC transit buses. DIRECT the Clerk of the Board to publish the Notice to Contractors in accordance with Section 22037 of the Public Contract Code, and ADVERTISE for bids to be received on Tuesday, June 23, 1998, at 2:00 p.m. 11. FINANCIAL IMPACT: The estimated contract cost of the project is $280,000, funded by Road Funds (100%). 111. RFftASONS FOR RECOMMENDATIONIBACKGROUND: The project is needed to provide additional safety to pedestrians by providing a pedestrian path along Hilltop Drive that will connect the Hilltop Drive Path at La Paloma Road to the existing sidewalk on Manor Road. The project has been determined to be in compliance with the General Plan and is exempt from CEQA because it is a minor alteration of existing facilities. IV. CONSEQLIENCES OE NEGATIVE ACTION. The recommendation is based on the following: The proposed project consists of minor road widening and the creation of bicycle lanes within existing right-sof-way. This is a minor public alteration in the condition of land that does not involve removal of scenic resources. What changes to the project would mitigate the identified impacts . Location: Pacifica Avenue and Port Chicago Highway are located in the central county area of Bay Point (Figures 1-3). 2. Project Description: The proposed project consists of widening portions of Pacifica Avenue, installing a drainage culvert, and striping Pacifica Avenue and Port Chicago Highway for bicycle lanes. To accommodate the bike lanes Pacifica Avenue will be widened a maximum of 4 feet between the east side of Shore Acres Elementary School and Driftwood Drive, a length of approximately 2,624 feet. The roadway will also be widened 4 feet at various locations between Mariners Cove Road and Inlet Drive. No widening will occur on Port Chicago Highway. An existing drainage ditch, from Driftwood Drive to Warf Drive, which is approximately 650 feet long may be relocated or culverted. Cather ancillary features of the project include such things as installing asphalt dikes where needed, and sign installation. All work will be done within the existing right-of-way.
