APPROVE and AUTHORIZE the Social Service Director, or designee, to Contract with
Imani Facilities, Inc. for a Children's Receiving Center, as the result of RFP#1044
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
APPROVE and AUTHORIZE the Social Service Director, or designee, to
Contract with Imani Facilities, Inc. for the provision of a Children's Receiving Center in West
County to provide short term support and services for children at the point they enter Child
Protective Services. The contract will be for the period May 1, 1998 through June 30, 1999,
for the amount of$216,000.
FINANCIAL IMPACT:
Program costs have been included in the SSD budget at 50%Federal, 50% County shared
ratio. We expect that Federal and any required County share of cost in this system will be
offset by both reductions in numbers of children being placed into long-term foster care or
more costly levels of care, and an increase in family reunification. The County's share of cost
for this center will be made available through unanticipated Family Preservation revenue,
CHILDREN'S IMPACT STATEMENT:
The Children's Receiving Center supports three of Contra Costa County's community
outcomes: "Children Ready for and Succeeding in School," "Children and Youth Healthy and
Preparing for Productive Adulthood," and"Families that are Safe, Stable and Nurturing."
When it is necessary to remove a child from his/her home, the Receiving Center provides a
safe, child friendly place in the community which helps prevent disruption in school, and it
provides services which meet basic needs for food, clothing, shelter and medical/mental health
care. Additionally, by assisting workers in assessing a child's need for out-of-home care and
available resources for children, and by providing time for family assessment, the Center helps

reduce the number of disruptive placements a child is subjected to, in favor of placement with
a safe, stable, nurturing family. Expected program outcomes are: increase in the number of
children who can be safely returned to their families or placed with relatives without going to
emergency foster care, reduction in the number of out-of-home placements a child
experiences, and reduction in the length of time a child spends in foster care.
3ACI tsitD fND/SUMMARY•
The Social Service Department Children's Services program has made numerous changes
over the past several years in an effort to improve protective services, reunify children with
their families sooner, and increase permanency planning opportunities for children for whom
reunification is not possible. As part of these efforts, the Department has been reorganizing
its approach to meeting the needs of children who must be removed from their caretakers due
to abuse; neglect, abandonment or exploitation. Our new"Emergency Care System" has three
basic components which include receiving centers, dedicated short-term emergency group
homes, and emergency foster homes. Last year, we established an initial receiving center in
East County, through contract with Moss Beach Homes, Inc., and an initial dedicated group
home in Central County, through Youth Homes, Inc. Ultimately, we would like to establish a
receiving center and a dedicated group home in each of the county's three districts.
We view the receiving center and short-term, dedicated group homes as essential components
of our Children's Services Concurrent Plan Redesign. Specifically, in each part of'the county,
the receiving center would provide a single point of reception/entry into the;shelter care
system and offer support services for less than 24 hours, providing intervention counseling,
food, clothing, bathing facilities and transportation for children when necessary. The ongoing
assessment of out-of-home care placement needs and available resources for children would
be a regular part of the services offered at the center. Currently, in West and Central County,
children are"received" at police stations, at Social Service offices, at the scene of the incident,
at schools, at medical facilities, etc. This often prevents thorough crisis counseling, placement
option assessment and transition care for the child. The receiving center is a critical step
toward improving these services. The service plan and budget of this second receiving center
will be based on utilization levels and service outcomes from the pilot receiving center
operated by Moss Beach Homes, Inc., in East County,
Imani Facilities, Inc. will bring to the West County Receiving Center nearly $49,004 in
donations of goods and in-kind services, bringing the total budget for establishing and
operating the Center to $265,000. Proposed legislation, AB 695(Aroner--Contra Costa
County), will provide ongoing State funding for receiving center operations in up to five
California counties,

I. RECOMMTION
APPROVE AND AUTHORIZE the Director, Office on Aging,or his designee,
to EXECUTE contract amendment#40-036-06 with Dolores Jones to amend
the Contract Payment Limit by adding$3.492 for a new Payment Limit of
$21.fQ effective May 1, 1998. The amendment will provide additional
community outreach and related services for the Health Insurance Counseling and
Advocacy Program(HICAP). The amendment is subject to approval by County
Counsel or the Social Services Department Contract Administrator as to legal
form.
II. FINANCIALDRACI
This contract involves no county funds. The new payment limit of$21,000 in
State,grant funds for the HICAP Services Developer is specified in State Standard
Agreement#SF-97-98-07, Amendment#1. (County#29-508-1).

Mandated under AE 2419,the Health Insurance Counseling and Advocacy
Program has been operated by the County's Office on Aging for the past
twelve years. The Program provides community education,recruitment,
training, and coordination of volunteer health insurance counselors in the
area of Medicare and related health care plans. The contract with Delores
Jones provides community outreach focused on minority and low-1 eeme
seniors and related services.

Authorize the Community Development Director or designee to execute
on behalf of the County, the following amendments to the Contract
with Malcolm Carpenter Associates.
A. Increase the payment limit from $12, 830.00 to $55,830.00 for
services not to exceed $68,660. 00.
B. Extend the term of the contract from June 30, 1998 to June 30,
1999.
FISCAL IMPACT
There is no fiscal impact to the County. The cost of preparation
of the Environmental Impact Report is pard for by the developer.
The developer also pays an administrative fee (equivalent to 30% of
the contract cost) for contract oversight.
BACKGR9UNQ,(RFASONg FOR RECQMMENDATIONS
The Community Development Department contracted with Malcolm
Carpenter Associates in June of 1997 to prepare the Stone Valley
Oaks Environmental Impact Report. The approval would authorize the
contract amendment to be adequately funded and allow services to
continue through June 30, 1999. Failure to authorise the amendment
would delay completion of the environmental impact report.
