SUBJECT: Approval of Contract #29-771-2 with the Partnership ealthPlan of
California (formerly Solano Partnership HealthPlan)
SPECIFIC REQUEST(S)OR RECC?M MENDATION($)&BACKGROUND AND JUSTIFICATION
I . RECOMMENDED ACTION:
Approve and authorize the Health Services Director, or his designee
(Milt Camhi) , to execute on behalf of the County, Contract #29-771-2
with the Partnership HealthPlan of California (formerly Solano
Partnership HealthPlan) , for the period from January 1., 1998 through
April 30, 1999, for provision, by the Contra Costa Health Plan, of
Advice Nurse Services for members of the Partnership HealthPlan of
California.
II . FINANCIAL IMPACT:
For a minimum monthly fee of $10, 850 the Contra Costa Health Plan will
provide Advice Nurse Services to the Partnership Health Plan of
California. The revenue generated by this Contract will be used to
offset the cost of Contra Costa Health Plan' s Advice Nurse services.
III . REASONS FOR RECOMMENIIATIONS/BACKGROM-T D:
On September 20, 1994, the Board of Supervisors approved Contract #29-
771 (as amended by #29-771-1) with Solano Partnership HealthPlan, for
the period from October 1, 1994 through December 31 1997, to provide
Partnership' s Health Plan members with telephone services from Contra
Costa. Health Plan' s Advice Nurses including: information about how to
access urgent care services; authorization for emergency services; and
medical advice.
The Partnership HealthPlan of California (formerly Solano Partnership
HealthPlan) is the entity which oversees Solano County' s Medi-Cal
Managed Care Program and which recently enrolled approximately 8700
members who reside in Napa County.
Approval of this Contract will allow Contra Costa. Health Plan to
continue providing after hours Advice Nurse services to Partnership
HealthPlan of California members through April 30, "1999 .

SUBJECT: Amendment to Law Enforcement Services Contract with Town of Danville
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECQMMENDATIONS
APPROVE amendment to the 1983 contract for law enforcement services
between the County and the Town of Danville to provide police
protection services as described in County Service Area M-30 for
the Alamo Springs subdivision and AUTHORIZE execution by the Board
Chair.
FISCAL IMPACT
No impact on general fund. Sheriff will reimburse Town of Danville
for services provided out of CSA M-30 funds.
As set forth in the attached proposed contract amendment, in
connection with approval of the final map for the Alamo Springs
subdivision, the Board of Supervisors adopted Resolution 97/695 on
December 16, 1997 to form County Service Area M-30 (CSA M-30) which
will receive funding from a special tax or a special assessment on
the property located within CSA M-30, which includes the Alamo
Springs subdivision.

The Town of Danville and the Board of Supervisors have also approved a joint
exercise of powers agreement (JEPA) whereby the Town will provide law enforcement
services to the unincorporated area of Alamo Springs if the Sheriff consents.
This proposed amendment to the 1983 contract allows the Town of Danville to be
reimbursed (in the form of a credit against sums owing by the Town to the County
for law enforcement services under the 1983 contract) in an amount equal to the
funds allocated to the Sheriff from CSA M-30 for each fiscal year. The amendment
will only be effective so long as the underlying contract between the Town of
Danville and the County for law enforcement services remains, in effect .

It will not be possible to implement the provisions of the JEPA which relate to
law enforcement services without amending the 1983 contract for such services.

AMENDMENT TO CONTRACT FOR
LAW ENFORCEMENT SERVICES
RECITALS
A. The County of Contra Costa("County") and the Town of Danville("Town") entered
into a Contract for Law Enforcement Services (the"Contract") effective July 1, 1983. Under the
terms of the Contract the County Sheriff provides law enforcement services to the Town. The
services provided by the County and payments made by the Town are specified in the Contract
and all amendments thereto.
B. On December 16, 1997, the County and Town approved the final subdivision map for
the Alamo Springs subdivision. This subdivision includes property in both the County and the
Town. During the planning process for the subdivision, it was determined that because of
topographic constraints and existing boundaries unique to Alamo Springs, Danville Police
Officers would be first responders to police services as described in County Service Area M-30
('CSA M-3011).
C. In order to allow the Town to provide services to Alamo Springs, on December 16,
1997, the County and Town approved a Joint Exercise of Powers Agreement("JEPA"). On that
same date, the County Board of Supervisors(the"Board") adopted Resolution No. 97/695
forming CSA M-30 for the purpose of levying assessments on the unincorporated lots in Alamo
Springs to fund the public services specified in the JEPA, provided by both the County and the
Town.
D. The Alamo Springs JEPA recognizes the Town may only provide law enforcement
services to the unincorporated areas of Alamo Springs with the specific consent and
authorization of the County Sheriff. The Sheriff has determined that while he will retain
jurisdiction, it is appropriate to reimburse the town, in this case due to the following unique
circumstances: the Alamo Springs subdivision is being developed with homes in both the County
and the Town; Alamo Springs is topographically isolated and may only be reached through
Danville; the unincorporated area of the subdivision is further isolated and may only be reached
by driving through the portion of the subdivision which will be in the Town; the Town's police
department may be serving homes on the same streets as homes in the unincorporated areas.
E. The County and the Town have determined that it is appropriate to amend the existing
Contract in order to address the unique circumstances involving Alamo Springs.
NOW, THEREFORE, the County and Town agree as follows:
1. Authorization to provide law-enforcement services. While the County Sheriff retains
jurisdiction over the unincorporated portion of the Alamo Springs subdivision, the Town is
authorized to provide law enforcement services to the entire Alamo Springs subdivision,
including those portions remaining within unincorporated Contra Costa County.

2. Allocation of funds from CSA M-30. CSA M-30 will annually levy an assessment on
the 42 Alamo Springs lots which are in unincorporated Contra Costa County. A portion of that
annual assessment will be allocated for the provision of law enforcement services. This annual
amount, which will be set pursuant to the methodology contained in the JEPA and Engineer's
Report for CSA M-30, will be paid by the County to the Sheriff pursuant to the County's internal
procedures for disbursement of taxes and assessments.
3. Payment Provisions. In determining the annual payment due from the Town under the
Contract, the County shall credit the Town for an amount equal to the funds allocated to the
Sheriff from CSA M-30 for that fiscal year.
4. No Precedent Established. The Town and the County acknowledge that this
amendment to the Contract is based on circumstances unique to the Alamo Springs subdivision.
By entering into this agreement and authorizing the Town to provide law enforcement services to
an unincorporated area, the Sheriff is not establishing any precedent to be applied in other
unincorporated areas of the County.
5. Amendment Effective with Contract. This amendment shall remain in force only as
long as the Contract is in effect.

Section 321 of the Adult Education Act from the California Department of
Education
SPECIFIC REQUEST{S}OR RECOMMENDATION(S)& BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
Authorize the Contra Costa County Librarian to apply for and accept a Local Assistance Grant from the
California Department of Education for Federal Funds, under Section 321 of the Adult Education Act, in
the amount of $4,410, for the period of July 1, 1998 through June 30, 1999, to support''staff
development and tutor training.
FINANCIAL IMPACT:
The Library's cost will include staff time for literacy staff to attend adult',literacy workshops and
conferences specified in the grant proposal.
BACKGROUND:
Federal funds are provided under Section 321 of the Adult Education Act to supplement local and State
funds. Section 321 funds are for staff development to enhance the delivery of basic literacy shills
instruction to Adult Basic Education students. Added to the base grant are funds based on federal
Hundred Hours Units (HHU's)of student attendance certified in the grant proposal at$13 per HHU.
Examples of activities include:
1. Train and support tutors in methods specific to meeting the individual needs of the adult literacy
population served through the Contra Costa County Library adult literacy program.
2. Work in partnership to recruit volunteers from local corporations to provide literacy instruction
to those being served by the library adult literacy program.
3. Increase staff expertise in delivery of literacy training for tutors and students,through
participation in workshops which focus on adult basic education.

A. APPROVE AND AUTHORU E the Director of the Health Services Department or his designee
to execute and transmit the application along with the necessary certifications and assurances to
the Contra Costa County Community Development Department requesting$105,000. in
Emergency Shelter Grant Funds for the County's homeless shelter program for single adults at
the Brookside and Central County Shelters.
B. APPROVE AND AUTHORME the Director of the Health Services Department or his designee
to accept any Emergency Shelter Grant Funds and to enter into a contract with the Contra Costa
County Community Development Department and to perforin any and all responsibilities in
relationship to such contract.
IL FISCAL IMPACT:
The$105,000. requested in the Emergency Shelter Grant application is necessary for program operations
at the Brookside and Central County Shelters. Anticipated County funds and grant funding for the
homeless shelter program will not cover shelter operations for the entire fiscal year. Funding from the
Contra Cosh.County Community Development Department, Emergency Shelter Grant Funds is needed
to operate the homeless shelter program at the Brookside and Central County Shelters twelve months a
year.
III. BA -RRKGR f AS N FO MMENDA IC)N
The Contra.Costa County Community Development Department has issued a request for proposals for
Emergency Shelter Grant Funds for FY 98. The ESG program, sponsored by the U.S. Department of
Housing and Urban Development(HUD), is for the purpose of improving the quality of existing shelters
for the homeless, making available additional emergency shelters, meeting the casts of operating
emergency shelters and providing certain essential social services to homeless individuals, and:restricting
the increase of homelessness through the funding of preventive programs and activities. The Health
Services Department is seeking funds to support emergency shelter operation and support services for
homeless adults at the Brookside and Central County Shelters and to enable the County to operate this
shelter at capacity on a year round basis.
