By Ordinance 76-73 the Board of Supervisors has adopted the Provisions of Government Code Section 31641.04, permitting early retirement service credit. I[. Because of an impending change in the manner of performing certain services in the Community Development Department, and in order to achieve savings in money and other economic benefits for the County, the best interests of Contra Costa County will be served by permitting additional service credit for certain members of the Contra Costa County Employee's Retirement Association (members) as follow: a) The provisions of this resolution are applicable to all members employed in the Community Development Department in the job classification of Principal Planner. b) Every eligible member who retires between June 15,1998 and June 30, 1998, shall receive two additional years of service credit for Contra Costa County service. c) Upon demand by the Retirement Association, the Community',Development Department shall transmit to the Retirement Fund the amount(s) determined by the Retirement Board to be the actuarial equivalent(s) of the difference(s) between the allowance(s) the eligible member(s) receive(s) after getting the additional service credit hereunder and the allowance(s) he/they would have received without such credit. d) On dater re--entry into County employment under circumstances otherwise requiring or permitting membership in the retirement system, any member who has received additional service credit hereunder shall forfeit such additional service credit, and the County's payments hereunder shall be refunded, unless the re-entry of a temporary call-back limited to the maximum hours of service in any one calendar or fiscal year as provided by State law. e) Provided, nevertheless, that provisions of this resolution are not applicable: 1. AGENDA BLURB: Establish classes of Child Development Site Supervisor 1, 11 and III and Reallocate 4 positions from Child Development Center Director and 8 positions from Child Development Site Supervisor to properly classify levels of managerial responsibility at individual Child Development pre-school sites, Abandon the latter classes (Community Services Department - State Funds) • This action is requested by the Community Services Director and the Child Development Division Director to restructure management at Child Development sites to be more reflective of actual workload and responsibilities. • The Child Development Division operates three levels (sizes) of child care facilities: Childcare Centers which have 8 classrooms of 20 children each; Multi-room Childcare Sites which have 4 classrooms of 20 children each and Childcare Single -Sites which have 1 classroom of 20 children. • Childcare Directors manage Childcare Centers and Site Supervisors manage Childcare Sites. The current salary range for multi-room Site Supervisors is the same as that for single-room Site Supervisors despite a significantly greater level of responsibility. This action will create a "middle level" of Site Supervisor to address the current structure described above. • All classes are Unrepresented Project Management. BACKGRWIND The County initiated a County-wide Information Technology Study to address concerns regarding the competitiveness of the current salary structure and the adequacy of the classification structure to recruit and retain skilled information technology professionals. The County has experienced difficulty in recruiting and retaining employees because of non-competitive salaries and a classification structure that is too narrow and inflexible to meet the County's current and future needs. The County's needs include highly complex integrated delivery systems, such as: • Year 2000 • Wide Area Network • Installation of the Immunization System • Health Plan Local Initiative Utilization Reporting • Mental Health Managed Care Implementation The study included data collection in the form of employee surveys and interviews, management conferences, and public sector salary surveys. The County has completed its meet and confer obligations with Local One and is continuing them with AFSCME. The recommendations in the attached Resolution are a primary step in making the County more marketable in the highly competitive environment for qualified information technology professionals. In addition, it will assist the County in retaining the highly skilled information',technology professionals currently in our workforce. BACKGROUND The County initiated a County-wide Information Technology Study to address concerns regarding the competitiveness of the current salary structure and the adequacy of the classification structure to recruit and retain skilled information technology professionals. The County has experienced difficulty in recruiting and retaining employees because of non-competitive salaries and a classification structure that is too narrow and inflexible to meet the County's current and future needs. The County's needs include highly complex integrated delivery systems, such as: • Year 2040 • Nide Area Network • Installation of the Immunization System • Health PlanLocal Initiative Utilization Reporting • Mental Health Managed Care Implementation The study included data collection in the form of employee surveys and interviews, management conferences, and public sector salary surveys.
